Summary of the contracting process

Historic England is seeking research and consultancy services to develop case studies of designated historic parks, gardens and demesnes across the UK. The work will examine how these places are experiencing climate change and responding to its impacts and risks, including approaches that protect their cultural and natural heritage. The case studies will be published in a Historic England Research Report, with an accompanying non-technical summary. The project is funded in partnership with the National Lottery Heritage Fund and builds on earlier research into how historic gardens and demesnes are managed in response to climate threats. The findings are intended to provide practical, site-specific examples for owners and managers, with lessons relevant to the varied horticultural, ecological, hydrological, archaeological and visitor-management challenges found in historic places.

Historic England invited offers through an open competition for this services contract. The deadline for questions was 11 November 2026 at 17:00, and the submission deadline was 23 November 2026 at 09:30. The stated contract period runs from 16 December 2026 to 15 October 2027, with an option for a two-month extension. The estimated value is £30,000 excluding VAT (£36,000 including VAT). Price accounts for 30% of the evaluation and quality for 70%. The procurement is arranged as one lot. Electronic submission is allowed. The process reached the tender stage, when the buyer invited offers; it is not reported as cancelled or withdrawn.

This opportunity is suited to research teams or consultancies able to investigate climate adaptation in historic landscapes and turn findings into clear, practical case studies and accessible written outputs. Relevant strengths include understanding how climate impacts interact with heritage significance and the management of gardens, parks and demesnes, and the ability to draw transferable lessons from varied sites. Work that connects horticulture, arboriculture, ecology, hydrology, infrastructure, archaeology, visitor management and governance is pertinent to the subject. The evaluation places greater weight on quality than price, so suppliers should be prepared to demonstrate the quality and usefulness of their proposed research and reporting approach. The stated scope does not set out specific accreditations or minimum capacity requirements.

Notice Description

This project will compile a set of case studies showing how designated historic parks, gardens and demesnes across the UK are experiencing and responding to climate change impacts and risks. The case studies will be presented in a report to be published in the Historic England Research Report Series and summarised in an accompanying non-technical summary of the report. The project is being funded in partnership by Historic England and the National Lottery Heritage Fund. This project builds on stakeholder research commissioned by Heritage Fund and Historic England, which set out to understand how designated historic gardens and demesnes across the UK are being maintained and managed in response to the threats posed by climate change through stakeholder research. The research report included developing an understanding of what advice and guidance is available to the owners and managers of these historic places, what challenges and barriers they are facing, what factors are being considered in approaches to future management and whether balanced consideration is being given to both the cultural and natural heritage significance of these places. The research report culminated in a series of recommendations, including highlighting the need for case studies to provide examples of climate adaptation in historic places. The research found that managers of historic parks and gardens are already experiencing climate impacts but lack practical, site-specific examples showing how they could respond while protecting heritage significance. In addition to the recommendation for case studies, the research found that existing guidance is fragmented, often too generic, and difficult to apply to the complex mix of horticulture, arboriculture, ecology, hydrology, infrastructure, archaeology, visitor management and governance found across historic parks, gardens and cemeteries. Managers particularly value peer learning, site visits, pilot projects and examples of both success and failure, and the report identifies curated case studies as a way to build confidence, demonstrate acceptable adaptation, share transferable lessons, support a national knowledge sharing opportunities and inform targeted funding for climate resilience.
