Summary of the contracting process

Denbighshire County Council is currently in the award stage of their procurement process for the "Provision of Pupil Attitudes and Wellbeing System," designed to support schools in tracking the wellbeing and attitudes of pupils aged 4-16. This project aims to implement a GDPR-compliant, bilingual (Welsh/English) online survey tool that will be used annually across schools in Denbighshire. The contract was awarded to GL Assessment on 21 March 2022, and the tender was open until 19 July 2021, with the award period ending on 9 August 2021. The procurement falls under the services sector, particularly related to software and information systems.

This tender presents a substantial opportunity for businesses in the educational technology sector, particularly those offering software solutions that can assist schools in pupil wellbeing and data analysis. Companies providing established, compliant systems are well-suited to compete, especially those equipped to deliver ongoing training and support services to educational institutions. Notice Title

Provision of Pupil Attitudes and Wellbeing System

Notice Description

Denbighshire County Council require a system for schools that can be used with pupils age 4-16 that can help them identify individual pupil's attitudes to themselves and their school, as well as their wellbeing. The tool will be used by the schools to gain insight into pupil's attitudes that could be hindering achievement; and can detect possible barriers to learning, including issues around confidence, resilience, motivation, concentration, disaffection and alienation. We would expect schools to be able to use the results of the surveys to draw down a variety of reports at individual, class, cohort and whole school level; this will help the school to identify individuals or groups of pupils that may require additional support. This project requires an off the shelf GDPR compliant system (not an opportunity for developing a new tool) which provides a fully bilingual (Welsh/English) online self-evaluation survey that will be hosted on a secure platform. This will be accessed by all schools in the county, which can be used with each learner at least once a year (min. autumn term) to track their attitudes to self and school and their well-being. The system must allow schools to download reports about the learners which they can then use alongside their own knowledge to identify pupils that may require additional support. Optional repeat surveys can be done to track the progress of the pupils following intervention. Training will be provided by the supplier on how to use the system and how the reports can be best used. The supplier will also provide ongoing support to schools and the local authority.
