Notice Description

The aim of this specification is to appoint an experienced training provider to prepare and deliver 7 fully inclusive, bespoke training sessions for the Taskforce and the members of the working groups beneath it on the Social Model of Disability to start on 18 November 2021 and finish on 31 March 2022. It is recommended that bidders read the Locked Out: Liberating Disabled People's Lives and Rights in Wales beyond COVID-19 Report in preparing their quotation. They should set out their understanding of the report in addressing the following:- Lived experience of our disabling world.- Demonstrable in-depth experience in facilitating training packages which includes explaining the respective approaches of the Medical and Social Models of disability and their consequences.- Knowledge or a willingness to develop a familiarity with the Welsh policy and legislative landscape.- Demonstrable understanding of co-production and experience in working co-productively with a range of stakeholders.- Skills and experience in supporting learners to challenge entrenched attitudes / organisational cultures.- Skills and experience in facilitating workshops which ensure all participants are equally included, valued and heard.- A working understanding of intersectionality7.2 The Welsh Government will provide resources such as its Social Model of Disability Language Guide (English and Welsh) and any other resources it has developed which may be useful. It will be necessary within the training which is delivered to use the same language and to reinforce the guidance provided by Welsh Government to its own staff and in other work with stakeholders in order to develop a common understanding and support the consolidation of the Social Model.7.3 The training needs to be appropriate to the Welsh context and where appropriate delivery through the Welsh language may be required. Successful suppliers will have good understanding of the requirements of providing bilingual services. In addition they should offer in-house capability to deliver such a service or have in place a service level agreement with a sub-contractor to support its delivery of bilingual services.7.4 Accessible versions of training materials must be made where necessary and should be costed into the application. To include for example, easy read, BSL, braille etc. The training participants will be asked for their accessibility requirements sufficiently in advance in order to support this. A mix of media formats, e.g. video clips, use of the Chat function in video calls etc. should be used to ensure broad engagement and accessibility with the material.7.5 It is expected that all the training will take place virtually.(WA Ref:115615)

        "eligibilityCriteria": "5.1 The successful provider will be expected to demonstrate an in-depth understanding of the lived experience of disabled people. The requirement is to develop and deliver six training modules based on the Social Model of Disability. The first module will be a core element of the training and all Disability Taskforce and work stream members will participate. This core module will cover: * Brief history of Disabled People.* The development of the Social Model.* Outline of the equality and human rights framework.* Exploration of what is a disabled person.* The difference between the Medical and Social Models of Disability and how they affect policy development, service delivery and human behaviour.* Identification of the disability based discrimination that marginalises disabled people within all areas of our society. * The role of unconscious bias.* Explore why the mantra \"nothing about us without us\" is so critically important for disabled people - especially when embarking on a co-production process.* Explore real life practical examples that evidence the importance of \"nothing about us without us\" in the development of policy, programme delivery and monitoring.5.2 The subsequent training modules will be delivered to members of working groups and will reflect the thematic areas which it is anticipated will grouped under the EHRC domains contained within Is Wales Fairer: * Education, Skills and Employment;* Living Standards;* Health;* Justice and Personal Security; and * Participation in society (which includes Transport).This list is not exhaustive and additional working groups will likely be established for some domains and to ensure all the chapters of the 'Locked Out' report are fully considered. 5.3 The core module should be reflected in the themes for each of the working groups and the successful provider will be expected to demonstrate practical examples of how the core principles and practices of the Social Model of Disability would apply against these. It will also need to reflect Socio-economic duty and Human Rights.5.4 The successful provider will be required to plan and deliver seven two hour training sessions based on the modules. In addition, the successful provider will be responsible for the provision of training materials required to support the training sessions. All materials should be approved prior to training. The timelines for the seven training sessions will be agreed with the successful provider. It is anticipated the training will be delivered between January and March 2022. All training must be completed by the contract end date. All training materials will be provided by the trainer within the agreed cost allocation and should be fully inclusive and produced bilingually in English and Welsh.5.5 In order to meet the timeline for the training sessions to commence in January, the Client will require the training material to be submitted for approval by 1 January 2022.The training material developed as part of the contract will be owned by the Welsh Government.",
