Newport City Council, Cardiff Council and Rhondda Cynon Taf County Borough Council (hereafter referred to as 'the Councils') are seeking a suitably qualified and experienced consultant to prepare a paper to examine the impact of HMOs (positive and negative) and to propose suggestions for controlling the level of HMOs and ensuring negative impacts are minimised.the purpose of this commission is to:Gain an understanding of the current situation facing each Council (it is likely there will be common issues, but there may be specific issues for each Council that will need further exploration). This will require:Reviewing data on applications for HMOs;Reviewing application decisions and appeal decisions;Reviewing the current policies and supplementary planning guidance in place;Speaking with relevant ward members to acquire an understanding of the local issues raised with regard to HMOs;Speaking with other stakeholders, including planning officers, environmental health officers and HMO landlords.NOTE: The authority is using eTenderwales to carry out this procurement process.
