        "eligibilityCriteria": "Appendix 1In light of the current Covid -19 precautions it's possible that some of the requirements in this Appendix won't be achievable this year. You will be required to provide additional information that will support different ways of working remotely and virtually with Flying Start families in line with revised Welsh Government guidelines.To achieve the terms of the Government grant the childcare setting should work with the Flying Start Scheme and Gwynedd Council's Children and Supporting Families Department to comply with the following requirements, in order to provide childcare of the highest quality: The operational document is as a key part of Parts 1 and 2 of the Service Level Agreement (SLA).For up-to-date information on any changes see the link to the Safeguarding Guide -https://gov.wales/guidance-childcare-and-playwork-coronavirus-html1. Staff / Training1.1 The Responsible Individual / Registered Person must ensure that all staff working at the setting have the appropriate experience, qualifications, skills and abilities and attributes to carry out their roles effectively. Staff files will contain all the necessary information about staff.1.2 Appropriately trained and qualified staff must be employed: - the leader must have a level 5 qualification and assistants must have a level 3 qualification, and where settings employ unqualified staff they should ensure that individuals commit to training from level 2 to level 3 and leaders from level 3-5. The setting's staff must sign a contract of employment committing to achieve the relevant levels. The input of a member of the Flying Start management team will be sought when recruiting staff to the setting.1.3 In line with the new Flying Start Childcare 2019 guidance, volunteers will not be included as part of the minimum 1: 4 adult to child ratio.1.4 During 2021-2022 there will be a phased introduction of Flying Start training packages for Childcare on HWB. The packages will include the following ready-prepared modules: 1. Flying Start Background / Elements2. Welfare of children and staff3. Child Development4. Role of the Adult5. Importance of Play6. Planning7. Creating Learning Environments8. Developing the Environment - Inside and Out9. Contact with parents -Transition1.5 There must be a commitment to participate in training networks and continuing professional development of staff, ensuring that staff attend and implement the training objectives at the settings as set out below.1. Elklan / Makaton - implement the training objectives on a daily basis, when talking to the children during the childcare sessions.2. Various behaviour support strategies to be implemented consistently and naturally during sessions with the children. Promote positive behaviour in all activities, paying attention to and discussing feelings.3. Implement daily the training provided in health and wellness, Yoga, and mindfulness sessions .4. Food Hygiene5. First aid6. Safeguarding Children7. Boliau Bach8. Healthy Pre-School Scheme Programme - staff to attend the training that complements the programme modules such as hand washing training etc. 9. Wellcomm - training and support sessions conducted by the Speech and Language Therapists. 10. SOGS - information session (SOGS assessments to be carried out on targeted children only). 11. Any other training to meet CIW requirements12. Training on the changes to the ALN Code13. Any training individually requested from Flying Start to meet specific ALN requirements.1.6 Staff at Flying Start settings should receive support and training from the Local Authority Education Department where appropriate eg Foundation Phase Training if they provide education for 3 year olds.2. Setting2.1 All settings must provide 2.5 hours of education and care for children from Monday to Friday, 12.5 hours per week, for 39 weeks of the year, (with the right to close for 5 days for Flying Start training). PS13.00 is paid per session for the childcare to cover staff costs, arts and crafts equipment, materials and administration costs, cleaning and consumables, staff training (excluding Flying Start training), travelling and management costs. Please ensure sufficient non-contact time of at least 2 sessions per week (2 x mornings and 2 x afternoons) to attend relevant meetings such as area meetings, transfer, mapping / fun days, completion of monitoring / administration and annual audit spreadsheets, observation files / records, Wellcomm screening, non-contact time with the Teacher, and with other Flying Start staff such as the Health Visitors, Language Therapists, community nursery nurses, Early Development and Play Officers, Family Support Officers or Monitoring and Data Officers.Opening dates-Term 1: 12 April 2021- 20 July 2021Half term - 31 May 2021 - 4 June 2021Term 2: 1 September- 22 December 2021Half term - 25 October - 29 October 2021Term 3: 6 January 2022 - 10 April 2022.Half term- 21 February - 25 February 20222.2 Extra summer childcare - all Flying Start settings will have an option to accommodateup to 15 childcare sessions over the summer holiday period.2.3 The settings must create a welcoming, homely and positive ethos in the setting with staff welcoming the children and parents / carers on a daily basis. Virtual meetings must be held with parents to receive and share information about the children.2.4 The provision will establish a good relationship with the children's parents from the outset in a very effective way. This will contribute to the process of settling the children (invite to a meeting with staff to see the setting beforehand - in accordance with the safeguards guidelines) In the light of Covid 19 it is suggested that discussions be held with parents virtually if this cannot be done safely on a face to face basis.2.5 Stay and Play- every term for Flying Start children before the children start at the childcare setting. Settings must carry out initial conversations to gain information about the children and share information about the setting, discuss settling in sessions, how information is shared regularly / daily with the families eg Contact Book, the Treasure Book and the 'About Me' booklet, the new ALN code, and assessment methods. Use various platforms to share and receive information- eg SeeSaw, Class Dojo. This can provide opportunities for families to discuss events and activities after the sessions. Arrange a Stay and Play session. As a result of Covid 19, consideration can be given to holding Stay and Play sessions outdoors in line with the 'Protective Measures' guidelines for sharing and receiving information. All Flying Start Childcare settings have the technology to conduct virtual sessions with parents also. Due to the restrictions that prevent parents from visiting settings, it is suggested that settings create a video clip of the setting showing both inside and out, introducing staff, and creating clips of staff at the setting, telling a story or singing. This will help the child with the settling in process.Reporting on the Wellcomm screening. Time should be given to discuss the results of the Wellcomm screening and to share targets and activities with parents each term.Reporting on a child's development. An individual meeting should be held with each parent / guardian at the end of each term to discuss the child's development and discuss the \"About Me\" booklet and any additional tracking if relevant. The leader / manager must ensure that there are written records in the booklet about the child and that parents / guardians and are encouraged to record their comments and sign in the 'About Me' booklet2.6 The building, both indoors and outdoors, and the resources provided must be of high quality and appropriate to the needs of the children and their families. Flying Start funding / capital bids will provide an opportunity to order suitable resources for the settings following discussions with the link teacher, and subject to availability. Any change to capital funding will need to be added into the Self Evaluation.2.7 Children must be given the opportunity to enjoy varied and interesting periods of physical development through dance, games and large equipment indoors and outdoors in all weather. As a result of Covid 19 all venues are encouraged to promote greater use of the outside areas and to enjoy nature more.2.8 Children must be given regular opportunities to take the lead in their own play and that staff follow the children's lead. Conduct the Wellcomm screening by following the child's lead. Work with the teacher to develop the gradual transition to planning in the moment with the children and strategies such as 'Can I join you?' as part of the provision map on a daily basis.2.9 A balanced and healthy menu must be provided during snack and meal times (in a nursery) with access to daily fresh water.2.10 Settings must ensure that there are suitable facilities for children and adults to wash their hands in accordance with National guidelines, and most recently Covid.2.11 All settings will need to ensure that children are continually encouraged to use the outside area as a second classroom area, to extend their learning in line with Covid 19 guidelines.2.12 Wellcomm Screening - The Central Team will continue to monitor this Data. Following the Wellcomm screening, the targets will be generated by the 'Wizzard' system, and are available for settings to use to support the children who have had an amber or red score. Targets from the Wellcomm package should be implemented during the sessions in the Childcare setting. All settings are expected to re-screen all children within a 3 month period. The leader should discuss any concerns about a child's language development with a parent, FS SALT, FS Teacher, and the wider Team, to ensure that appropriate support and advice is offered. Joint referral with other officers of the multi-agency Flying Start Team can be made to the Panel for targeted provision.3 Quality3.1 The setting must be registered with Care Inspectorate Wales (CIW) and comply with any recommendations set by them.3.2 Placements must provide information to all staff about the new Social Services and Well-being (Wales) Act that came into force from April 6th 2017, and ensure that their service complies with the act's objectives.3.3 The settings must provide the highest quality of service whilst also safeguarding the health and wellbeing of the children when at the childcare setting. Staff must read and sign the setting's confidentiality policy and review this on a termly basis. Staff must also attend relevant training on a regular basis so that they have the opportunity to receive updates on Child Protection arrangements. A protocol must be in place and all staff at the setting must be confident and aware of the reporting procedure when concerns are raised.3.4 The setting must commit to the Healthy and Sustainable Pre-School Scheme to enable the setting to further promote physical well-being and healthy eating. The recommendations and requirements of the Healthy Pre-School Scheme must be followed in line with Covid 19 restrictions.3.5 The setting must adopt the Designed to Smile Scheme (Cynllun Gwen) to teach and encourage children to clean their teeth. The recommendations and requirements of the Scheme must be followed in line with Covid 19 restrictions.3.6 The setting must register with the Cool Milk Scheme where the children receive free milk.3.7 The Flying Start setting must be affiliated to an appropriate Association (eg MM, NDNA) and ensure that funding is provided to cover quality assurance and membership procedures. Every Cylch Meithrin must works with the Mudiad's support officer to commit to changing registration to become a 'CIO' by the end of the 2023 financial year.3.8 The setting must commit to achieving the Quality of Care Quality Mark- eg Mudiad Meithrin's Safonau Serennog / Equality counts- NDNA - National Day Nurseries Association and collaborate with the relevant development officers to update the link teacher about the developments. All settings must renew the Quality of Care Mark as required within an agreed timescale. New provisions must register on the scheme within 2 years of opening. Flying Start will refund the registration fee for the Quality Mark.3.9 The setting must work with the Flying Start link teacher, who understands the care and educational needs of children at this stage of their development, in order to assist Flying Start staff by attending the in-service training provided on pedagogy and practice etc and by creating local support networks. Teacher visit reports must be kept on file. An ITERS 3 assessment for the setting must be received by the link teacher so that all the setting procedures can be ascertained and the action plan must then be followed to move the setting forward.4. Partnership Working4.1 Strong relationships should be developed with the Flying Start Team, working closely with the Health Visitors, Community Nursery Nurse, Speech and Language Therapist, Associate Teacher, Family Support Officers, and Early Development and Play Officers. Correct referral procedures must be followed if children need to be supported under the new ALN Code and any referral to an agency must be discussed with the relevant officer. If more than one officer is supporting the child, a joint referral will be required.4.2 All Flying Start childcare settings must receive at least one visit a month from the Teacher, depending on the setting's circumstances.4.3 Relevant meetings within the Flying Start scheme must be attended so that the setting is kept informed about the Scheme, eg Base meetings / Site meetings, Full Flying Start Team, Planning Meetings, Service Level Agreement discussion meetings and the framework performance (RBA), cluster meetings.4.4 Good links must be developed between Flying Start settings, providers of care and education for the children transitioning within the Scheme, eg transition from home to childcare provision at age 2, transfer to nursery education at age 3, and from nursery to school. Appropriate transition meetings must be attended every half term. 2021 -2022 will be a transitional year whilst familiarising with the new ALN Code and the new transition meetings. Guidance, support and training will be provided to support the change and further guidance given in the guidance document. 4.5 Up-to-date reports must be prepared for team meetings of the 'team around the child' (representation by the setting's leader if requested by the parent or the chair of the 'team around the child'). Reports must be prepared and information and evidence gathered for applications to the Early Years Reference Panel. High quality must be assured in the provision for the various tiers within the provision map, as necessary to support the child's development. There needs to be collaboration with the link teacher, speech and language therapist, health visitor and any support teacher (where Partnerships currently have such arrangements in place, the relevant agencies should attend the meetings). The structure of the new ALN code arrangements will need to be followed. This forum will be available if the need arises.4.6 Visits should be arranged at the setting with the language therapist and action taken on the recommendations for the children. Elklan principles must be implemented within the setting to complement the Therapist's work. Targets should be discussed following Wellcomm screening. Any concerns about children can be discussed further with the Therapist and advice given if there is a need to refer to the generic service.4.7 Friendly communication settings. The existing language groups in each Flying Start setting will gradually change over the next period. There will be support, sustenance and training for the settings to promote effective communication and interaction within the provision. This will promote child centered practices by ensuring that practitioners follow the child's lead. Settings will receive ICT equipment to promote the work. We will support the establishing of friendly cluster meetings to promote good practice and strategies and to promote children's communication and interaction skills.4.8 Settings should work with the Early Development and Play Officers to distribute library books regularly to their children. The setting can receive the officer's service as required to promote the children's literacy skills and provide details about the number of children taking part on a termly basis.4.9 The setting should work with the Early Development and Play officers in the 'Small Steps - Camau Bach' groups that have been set up for children transitioning into Childcare and to support parents. The leader will need to ensure that they arrange for them to visit the group in order to introduce themselves to the parents and children, and present information about the provision. 4.10 If a child is still in nappies near the end of their Flying Start childcare period, the children should be referred, following parental consent, for toileting support from the Nursery Nurse by making a referral to this service.5. Safeguarding and Concerns5.1 The settings must provide the highest quality service whilst safeguarding the health and well being of the children during their time at the childcare setting. Staff are required to read and sign the setting's confidentiality policy and review this on a termly basis. Staff must attend relevant training. A protocol must be in place and operational for all staff and all setting staff must be confident and aware of the reporting procedure when concerns are raised.5.2 It is essential that any concerns about a child are properly recorded, and that a chronology of incidents is available should evidence be required at the request of the North Wales Safeguarding Children Board, Social Services or relevant agency. Settings must follow the relevant protocol and procedures for ensuring that the notes are closed -'Locked down' -when a situation of concern arises. The registered person and the committee have a responsibility to ensure that these arrangements are followed.5.3 If there are any concerns about the safeguarding and welfare of a child the Childcare Lead, designated persons for the provision and a registered person should be contacted to report the concern. It is the responsibility of the setting committee / management board to ensure that staff know who the designated persons are. If it is a significant / serious concern, the Mudiad Meithrin protocol for reporting concern must be followed / the Social Services Intake Team - 01758 704 455 must be contacted. The concern will need to be recorded as evidence.5.4 The guidelines in the provision map document and supporting document under the ALN Code must be followed. Regular discussions about children should be conducted with the Flying Start Teacher, Language Therapist, Health Visitors, and any officer supporting the child to ensure appropriate support is offered. Joint referrals to the Flying Start Panel / Early Years Panel (formerly the referral scheme panel) are required for targeted interventions.6. Information6.1 The setting should continue to improve the quality of childcare by measuring satisfaction and sending questionnaires to parents / carers, children and external agencies and act upon the recommendations made by the different agencies that support them.6.2 Appropriate data must be collected on the children's development from entry to the time they leave, including screening information and data on how children are supported under the ALN Code. Detailed evidence should be kept on the impact of the provision on progress and children's achievement in discussions eg SOGS, Wellcomm screening results, important information leaflets (the old cloud sheet), the 'About Me' booklet, Progress Tracking Profile, Profile Foundation Phase and the yellow observation booklet. Action should be taken on the recommendations in these profiles pages Transfer information should be given on the Transfer form for each child moving or changing settings. Virtual transfer meetings should be conducted in line with Covid 19 precautions, with the Flying Start teacher and the nursery class teacher to pass on relevant in preparation for September.6.3 Settings should cooperate with the Monitoring Officer, Data and Finance Analyst and Development Childcare Officer. The provider must be registered with Care Inspectorate Wales (CIW) by ensuring that the service offered complies with the National Minimum Standards. If your registration is cancelled or deferred, you must inform the Gwynedd and Anglesey Childcare Unit immediately. No funds will be paid during de-registration.2. The Provider must comply with the Safeguarding regulations. The Provider must adhere to the All Wales Child Protection Guidelines. All staff must receive training to the appropriate level. The Provider must ensure that all relevant Criminal Records Bureau (CRB) checks are made for staff, depending on how much contact they have with vulnerable individuals and families.3. The Provider must comply with all requirements of the Gwynedd and Anglesey Special Educational Needs Code of Practice and the Additional Learning Needs Strategy.4. The Provider must comply with Gwynedd Council's Equality Policy and Equal Opportunities Policy. The Provider must ensure that there will be no discrimination against any individual based on race, disability, sex, sexual orientation, religion, age or any other circumstance. The Provider must comply with all legislation relating to equality and the Human Rights Act, and prohibit any discrimination and take any reasonable steps to promote access to services and information.5. The Provider must comply with the requirements under section 101 of the Childcare Act 2006 to provide information about the children in their care when the Local Authority asks for information.6. The Provider is free to note its own criteria for admitting children, on the condition that they comply with the relevant legislation on equality and non-discrimination. Every parent should have the same right to receive free childcare, whether they pay for additional childcare or not.7. The Provider should ensure that the information about child admission is clear and available for parents, and that the information on what hours/sessions that can be claimed for free for them is completely clear.8. The Provider must offer a bilingual childcare service.9. All members of staff and volunteers will be responsible for Health and Safety in order to comply with the Provider's Health and Safety Procedures/Policy, and the Provider must ensure that such a policy is regularly reviewed and is in-keeping with the latest relevant legislation.10. The Provider must make every effort to support good attendance in the setting, and promptly notify of any problems that arise.11. The Provider must have clear written procedures on dealing with grievances by service users. These procedures should include retaining a written record of every complaint and the measures taken to deal with those complaints. The details of every grievance must be available for the Commissioner.12. Clear procedures must be in place to ensure financial stability. The Provider must also agree for officers to audit its systems and financial records as necessary.13. The Provider must be responsible for all relevant taxes, on income or expenditure, to HM Revenue and Customs.14. The Provider must have: (a) Employer's liability insurance to comply with any legal requirements implemented at the time, and (b) Public liability insurance for the amount and range of insurance that the provider deems appropriate but encompassing at least everything that has an indemnity or compensation obligation under these Terms.The Provider must insure the Commissioner and the Council as the liable body from and against every case, claim, and cost whether it be as a result of personal injury (including an injury causing death) or loss or damage caused to property or anything else as a result of providing the service, and it cannot be ascribed to the negligence of the Council, its employees or its agencies. The Provider must have valid and appropriate insurance at all times which will be consistent with statutory and legal requirements and consistent with the range of services undertaken by the Provider. The Provider must have Public Liability Insurance with a minimum insurance of PS5,000,000 in relation to any incident, and to provide a copy of the insurance certificate to the Council following a claim. It is the Provider's responsibility to meet any claims for compensation as a result of negligence on behalf of the Provider in achieving its responsibilities under this Agreement. Claims / Monitoring Monthly claims must be submitted to the Childcare Unit in accordance with the monitoring timetable. Failure to submit claims will delay payments. Every monthly claim must be submitted through the on-line CAPITA system. If inaccurate or false information is submitted, it may lead to the withdrawal of the funded provision as an approved provider, and the funding reclaimed. The Provider must submit records on childcare attendance as required. The Provider must inform the Childcare Unit if a funded child terminates his/her contract. Once registered, the Provider will be regularly monitored and evaluated by the Childcare Unit. Once registered to provide funded childcare spaces, the Provider may receive correspondence from Welsh Government and its researchers for monitoring and evaluation purposes.APPENDIX 3 - Nursery Education Agreement Criteria (LOT 1 only)The Provider must satisfy the needs of the Education Department by implementing all criteria as the Nursery Education Provider. * The Provider must be able to offer quality nursery education sessions for 10 hours per week over a period of four or five days only.* The Amended Foundation Phase Curriculum Framework 2015 must be followed and the seven fields of learning must be provided in full, as noted in the Framework. The profile assessment of the Foundation Phase must be completed for each child in accordance with the guidelines. * The Provision is required to be open for children for the Spring School Term and the Summer School Term.* The Provider will be required to co-operate fully with the Support Teachers and the Support Officers, and accept and implement any input, advice or support.* The staff will need to be qualified, and the leader/manager must have a minimum Level 3 qualification or higher, and meet the 1:8 staff ratio in terms of CIW requirements, and ensure that all staff have an up-to-date DBS check.* The staff will be required to attend relevant training. The setting will be given three days to close for training purposes.* It will be necessary to ensure that all the setting's practitioners have received adequate and up to date training* The Committee will need to ensure sufficient time for the Leader and the staff to plan for the children's education.* The Provider will be required to plan to receive an Estyn inspection that will be jointly completed with Care Inspectorate Wales (CIW)* Any recommendations given by Estyn / CIW or the Education Department must be implemented within the fixed timescale.* The Provider must be registered with Care Inspectorate Wales (CIW), ensuring that the Provider complies with the agency regulations.
