The Welsh Government's Programme for Government 2021-2026 made a commitment to pilot the use of a Basic Income scheme in Wales. This commitment is an extension of the social wage and the model of progressive universalism that the Welsh Government has followed for over 20 years.The principal objective of the Basic Income for Care Leavers in Wales pilot (the "Pilot) is to provide the basic financial security necessary to enable young care-leavers to build a platform for a positive, prosperous adulthood.An essential element of the pilot is to deliver a single, consistent, and reliable system for the delivery of the basic income payments to participants.The purpose of this procurement was to appoint a supplier to manage the payments to participants in the pilot.
