IntroductionWrexham County Borough Council are conducting a market engagement process for the running of a cafe facility at Wrexham Council's Wellbeing Hub. The Cafe will occupy the Ground Floor of Crown Buildings 31 Chester Street Wrexham LL13 8BG. The newly refurbished Wellbeing Hub has been established to realise a long term strategy of improving the health and wellbeing of the population of Wrexham in partnership with the Association of Voluntary Sector Organisations of Wrexham, Betsi Cadwaladr University Health Board and Wrexham County Borough Council.The Cafe facility will service all user groups within the Hub on a daily basis, it could also provide additional opportunities for business through catering and delivery services.The designated cafe area occupies the following floor space within the Wellbeing Hub facility.Air-conditioned Wellbeing Hub kitchenFloor Space Square metresArea of kitchen 20Area of seated dining area 70.3Total area 90.3The Cafe will provide seating for 24 covers in addition to any take away services. There is also a discreet feeding zone for customers who may require additional privacy. The Cafe area includes a Child Friendly soft play area and the use of 3 Highchairs.Available Appliances in the Wellbeing Hub Kitchen are;Appliance BrandCast iron griddle grill MilantoastCountertop single hob Vollrath2 Coolers- in built countertop EborCoffee Maker and Milk dispenser Bravilor BonamatDishwasher Classeq5 Fridges/1 freezers (various sizes) BlizzardMicrowave Oven Blizzard3 Sinks (2 commercial size, 1 handwashing) EborSoup Kettle BuffaloToaster LincatWaterboiler Lincat** It should be noted that the Kitchen facilities do not currently include a commercial cooker.**In order to upgrade the site to include this and upgrade wiring and fire safety compliance in accordance with the regulations we have been given an indication of costs in the region of PS30,000. Comments and observations with regard to this would be welcome.We are seeking a tenant partner to operate the cafe in a way that complements the Wellbeing Hub Partnership and social value principles and welcome your response to the following key requirements;We are interested in a solution that could provide most, if not all of the following;* Providing good service and customer care* Providing high quality food and drink using local foodproduce where available.* Work towards a community and customer led provision e.g.dementia friendly status* Organic, Fair Trade and Healthy Eating Options must beconsidered where appropriate* Use of recycled and sustainable packaging whereapplicable* Clean and well managed facilities* Adhere to high quality and recognised industry standardsincluding high hygiene standards* Good promotion activities to the local and wider area* Enabling opportunities for volunteering, work experienceand training to a minimum of five people who may not haveaccess through the regular channels* Services:The property is connected to mains water, mains sewerage,electricity and gas.The utilities will be a proportion charge in relation to the floorspace that is occupied. As the building is new and the facility has not yet received a bill any figures provided would be estimates only.Costs* Rent Charges:Offers around PS6.500 per annum exclusive* Viewing:Viewing and informal discussion about the space isstrictly by appointment and should be arranged byemailing; procurement@wrexham.gov.uk* Rent:The rent is to be paid monthly in advance on the 28th bydirect debit exclusive of VAT.An outline business plan including your vision should be submitted indicating how you would meet the values as stated above.Business advice and planning can be obtained free of charge from Business Wales on Tel: 03000 6 03000.
