Bystander training programmes aim to: Develop and deliver a National active bystander programme piloted at various community-based sites throughout Wales with rollout expected to the general/wider public across the whole of Wales. Consideration ought to be given to how best to deliver this to different groups and this may require tailored solutions in order to reach as many people as possible but in an effective way. Research effective community-based active bystander interventions to ensure good practice is embedded throughout development and delivery. Identify suitable target audiences for the programme based on research evidence and on evidence of need from VAWDASV data in Wales. The target audience should include the engagement of men and diverse communities. Bidders should propose trainers who have the expertise to engage with the target audience. Engage with people from the target audience in the development of the training programme including development of role plays and use of language that are familiar to the target audience initiative. The length of delivery of the training programme (number and length of sessions) should be justified in accordance with the research evidence and engagement with the target audience. Integrate external evaluation into the model through an academic partner. The bidder must outline how they intend to sub-contract an external evaluation of the training to an evaluation partner, whilst providing indicative evaluation plans in the bid. The bidder must ensure that evaluation is considered alongside programme development.

The client aims to award a contract for the Delivery of a National Bystander Intervention Initiative services as described in the Specification and will endure for the time period set out. We anticipate the tender will be published in January 2023 to award in April 2023. For information purposes the potential value of the initial 36 month contract term is estimated to be GBP220,000 - GBP 230,000 exc. VAT (GBP 276000 inc. VAT). The potential value of the 12 month extension if utilised is estimated to be GBP 70,000 to GBP 75,000 exc.                 "description": "The Client aims to award a 36 month contract starting in April 2023 for the delivery of an evidence and theory based National active Bystander Intervention programme to be delivered to the general/wider public of Wales. The estimated contract value is between GBP 220,000 to GBP 230,000 exc. VAT (GBP 276,000 inc. VAT) over the initial contract term with an option to extend for a further 12 months. Bystander training programmes aim to: Develop and deliver a National active bystander programme piloted at various community-based sites throughout Wales with rollout expected to the general/wider public across the whole of Wales. Consideration ought to be given to how best to deliver this to different groups and this may require tailored solutions in order to reach as many people as possible but in an effective way. Research effective community-based active bystander interventions to ensure good practice is embedded throughout development and delivery. Identify suitable target audiences for the programme based on research evidence and on evidence of need from VAWDASV data in Wales. The target audience should include the engagement of men and diverse communities. Bidders should propose trainers who have the expertise to engage with the target audience. Engage with people from the target audience in the development of the training programme including development of role plays and use of language that are familiar to the target audience initiative. The length of delivery of the training programme (number and length of sessions) should be justified in accordance with the research evidence and engagement with the target audience. Integrate external evaluation into the model through an academic partner. The bidder must outline how they intend to sub-contract an external evaluation of the training to an evaluation partner, whilst providing indicative evaluation plans in the bid. The bidder must ensure that evaluation is considered alongside programme development.",
