BackgroundWrexham Country Borough Council are looking to engage with the market to carry out research on Neutral vendor solutions for the supply of temporary agency workers, for both short term immediate assignments as well as longer term assignments e.g. delivery of specific project work/cover for long term absences of permanent employees etc.We currently have a contract with a provider of a neutral vendor service with a contract end date of October 2023.The recent range of annual spend for this contract over the last 3 years has been between PS3.8 million to PS6.2.million, however some of this data is influenced by the Covid /social care impact in recent years. The expectation is that the values will reduce over the coming years.RequirementsIt must be a web based solution for the ordering and management of agency workers across a range of professions and roles, from social care support workers, streetscene operatives, business support, customer services to technical professional roles such as social workers, building surveyors, lawyers, environmental health officers, finance and ICT specialists.It must be able to fulfil short term notice on the day assignments as well as engagement of agency workers for planned assignments with advance notice.It must be able to allow users to create orders, review candidates, select and create placements and enable the management of placements, such as electronic timesheets / invoice approvals.It must be easy to navigate and use for the administration process of recruitment, selection and management of agency workers as well as the maintenance of key organisational information such as structures/ approvers/ cost centre codes, roles and pay rates.It must provide recruiting managers with access to a wide range of agency worker suppliers at competitive rates, favourable terms of business and able to provide quality candidates that meet the order requirements for workers.It must enable the client to comply with key legislation such as agency worker regulations, Inside IR35, right to work in the UK, financial regulations, safeguarding and regulatory bodies requirements such as DBS and Social Care Wales etc and information governance frameworks GDPR.It must be able to provide key performance management information for the effective monitoring of performance of the service, usage of agency workers and response to FOIs etc.It must provide a good customer service to users of the system to enable customer contact via a variety of means, service level agreements for turnaround and resolution of issues and ongoing support of using the system for services that are 24 hours / 7 days per week.It must be able to provide development and training for users of the system and processes.It must be able to offer supplier development support on an ongoing basis as well as for hard to recruit/ key sectors as when identified by the client.We are also interested if the service offers Umbrella / off payroll organisation to enable client to engage known persons on an agency basis.We are also interested if the service offers a mechanism for retaining potential savings for rebate as a sum based on quarterly spend.PIN TimescalesPlease e-mail an overview of your solution to Tashi Jackson, Category Manager at Tashi.Jackson@wrexham.gov.uk by 12 noon on 25th January 2023.Please ensure you only submit information that is relevant to the detailed outlined above.
