The team's resources will start slowly building up again, although additional help is required to reduce the current backlog.Case Load:Whilst the exact nature of the caseload to be allocated to the successful consultant has yet to be determined in detail, it is expected that the consultant will concentrate on a few of the larger / more complicated cases which may involve Listed Buildings. This could be agreed following appointment, depending on location of sites, any previous expertise or experience, the need for site visits / travel issues etcWelsh LanguageThe ability to communicate in Welsh is preferred, but not essential. If any translation is required (written or spoken) then the Authority can arrange for this. This will form 20% of the scoring criteria (further details below).Brief:The key output from the brief will be to investigate, assess and take appropriate action in respect of alleged breaches of planning control throughout the National Park to safeguard environmental quality and maintain public confidence in the planning system.The detailed outputs could include:Delivering timely, effective and proportionate responses to suspected breaches of planning control in order to provide a high-quality enforcement service.Carrying out site and desk-based investigations of alleged breaches of planning control and proactive monitoring when appropriate, including researching, collating and assimilating relevant information in order to formulate reasoned recommendations.Processing enforcement cases, formal enforcement actions, enforcement appeals and prosecutions to remedy effectively identified breaches of planning control. This will also include the investigation of unauthorised works to Listed Buildings where an offence may have been committed.Liaising closely with others within the Authority and in other statutory organisations to deliver an effective and joined-up corporate approach to enforcement in the public interest.Preparing responses to and liaising with complainants, people who are the subject of complaints and other interested parties.Preparing written reports and recommendations on enforcement cases, drafting enforcement notices and case closure documentation.Attending the Authority's Planning & Access Committee, or any other relevant meetings, including Public Inquiries or Hearings and Court proceedings to provide information and evidence as required on matters arising out of the duties performed.Working flexibly as part of a multi-disciplinary service on a wide range of planning and development issues and carrying out other duties and responsibilitiesFee and tender requirements:This is a PS20K (excluding VAT) fixed fee commission (excluding travel and subsistence costs), within which consultants are required to set out:* The approximate number of days support the Authority will receive for this fee.* The approximate number of days per week or month that the Authority will be expected to receive.* The name and qualifications of the consultant(s) that will be providing the advice.* The CV and relevant experience of the consultant (s).* With regard to consultants who live outside the Eryri area, an explanation of how travel and subsistence will be managed as part of the contract in the overall fee.Whilst there is no fixed end date for this commission, the project will reach its end point once the budget has been fully used up. However, the Authority reserve the right to terminate the contract with a month's notice, with no reason given. The contract may also be extended should additional finance become available.Payments:The Authority is willing to negotiate a preferred method of invoicing and payment, but it is envisaged that invoicing and payment could be made each time an expenditure of PS5K is incurred.The Authority reserve the right to terminate the contract provided they give a month's notice. This will form 20% of the scoring criteria (further details below).Brief:The key output from the brief will be to investigate, assess and take appropriate action in respect of alleged breaches of planning control throughout the National Park to safeguard environmental quality and maintain public confidence in the planning system.The detailed outputs could include:Delivering timely, effective and proportionate responses to suspected breaches of planning control in order to provide a high-quality enforcement service.Carrying out site and desk-based investigations of alleged breaches of planning control and proactive monitoring when appropriate, including researching, collating and assimilating relevant information in order to formulate reasoned recommendations.Processing enforcement cases, formal enforcement actions, enforcement appeals and prosecutions to remedy effectively identified breaches of planning control. This will also include the investigation of unauthorised works to Listed Buildings where an offence may have been committed.Liaising closely with others within the Authority and in other statutory organisations to deliver an effective and joined-up corporate approach to enforcement in the public interest.Preparing responses to and liaising with complainants, people who are the subject of complaints and other interested parties.Preparing written reports and recommendations on enforcement cases, drafting enforcement notices and case closure documentation.Attending the Authority's Planning & Access Committee, or any other relevant meetings, including Public Inquiries or Hearings and Court proceedings to provide information and evidence as required on matters arising out of the duties performed.Working flexibly as part of a multi-disciplinary service on a wide range of planning and development issues and carrying out other duties and responsibilitiesFee and tender requirements:This is a PS20K (excluding VAT) fixed fee commission (excluding travel and subsistence costs), within which consultants are required to set out:* The approximate number of days support the Authority will receive for this fee.* The approximate number of days per week or month that the Authority will be expected to receive.* The name and qualifications of the consultant(s) that will be providing the advice.* The CV and relevant experience of the consultant (s).* With regard to consultants who live outside the Eryri area, an explanation of how travel and subsistence will be managed as part of the contract in the overall fee.Whilst there is no fixed end date for this commission, the project will reach its end point once the budget has been fully used up. However, the Authority reserve the right to terminate the contract with a month's notice, with no reason given. The contract may also be extended should additional finance become available.Payments:The Authority is willing to negotiate a preferred method of invoicing and payment, but it is envisaged that invoicing and payment could be made each time an expenditure of PS5K is incurred.The Authority reserve the right to terminate the contract provided they give a month's notice.
