Summary of the contracting process

The LHC Procurement Group for the Welsh Procurement Alliance (WPA) has announced a planned procurement process titled "New Homes for Wales" under the planning stage. This initiative aims to establish a framework agreement for the construction of new build housing projects. The framework will replace the current Housing Construction North Wales Framework Agreement (H1NW) expiring in January 2025, and run alongside the Housing Construction South Wales DPS (HCSW DPS). The procurement covers residential construction works, including housing, bungalows, flats, sheltered accommodation, care homes, and student accommodation, and extends to include demolition, decontamination, and associated site enabling works. The framework is valued at GBP 500,000,000 and is scheduled for further notice on 25th October 2024, targeting works delivery across various regions in Wales such as North, South, and Mid Wales.

This tender presents significant opportunities for growth in the construction sector, with the scope of work encompassing new builds, conversions, joint ventures, and community facilities. The framework's value band structure, which includes micro to large-scale projects, allows businesses of various sizes to participate and bid for contracts suitable to their operational capacities. Companies specialising in residential construction, demolition, site clearance, geotechnical services, and ground improvement are well-suited to compete. Businesses will benefit from the potential for long-term engagements and expanding their project portfolios across Wales. Interested organisations must register and express their interest through the specified eTendering portal to receive further information and participate in the upcoming webinar sessions.
