Summary of the contracting process

Tylorstown Welfare Hall is seeking a Project Manager for a substantial refurbishment endeavour, with the responsibility of managing pre-contract services inclusive of design team coordination and supporting specialists through the RIBA 4 design stage and tender development. The procurement process is currently in the tender stage, utilising an open tender method. Set within the construction-related services industry category, this project takes place in Ferndale, Wales. Potential candidates are invited to submit their proposals by Friday, 20th June 2025, at 5pm. The build programme will be executed in two main phases over a 16-month period, focusing initially on accessibility upgrades and later on hall level improvements, alongside ongoing community services.

This tender presents significant opportunities for businesses that specialise in construction supervision and management, particularly those with a track record in managing major refurbishment contracts and heritage projects within operational settings. Firms experienced in JCT SBC contract responsibilities and those skilled in multi-funded projects stand to benefit from this opportunity. The process encompasses roles such as professional appointments, programming, risk, and budgetary control. Businesses capable of chairing key meetings, preparing funding bids, and managing external funding, alongside understanding HSE and listed building legislations, will find themselves well-suited to compete. Engaging with this project can enhance their portfolio and establish their credibility in successfully delivering community-impacting projects.
