Since his appointment, the Commissioner has adopted a new strategic direction for the office, outlined in the Cymru Can strategy published in November 2023. This approach focuses on working collaboratively with others to drive long-term action across Wales - in the delivery of five interconnected missions.In April 2025, the Commissioner published his statutory Future Generations Report 2025, setting out an assessment of progress made towards achieving the well-being goals and providing recommendations to support the Welsh Government and public bodies in meeting their duties under the WFG Act.Further information on the Commissioner can be found here: and please see Cymru Can - Future Generations Commissioner's Strategy.We would like to invite you to submit a quote with a description of what you would supply for the following work to be undertaken.Overall objectiveThe objective of this stakeholder survey is to gather meaningful feedback from a diverse range of stakeholders to assess awareness and understanding of the Well-being of Future Generations Act.The survey should also evaluate the effectiveness and approach of the Commissioner's work, including the Cymru Can strategy and the Future Generations Report 2025. Insights from the survey will inform future priorities, strengthen stakeholder relationships, and help ensure the Commissioner's work continues to deliver positive change for current and future generations in Wales.Aims* Understand perceptions and awareness of the WFG Act.* Learn about and build on what our office does well and should continue doing.* Understand what our office doesn't do so well so that we can improve on it.* Hear from people who may be less ready to share feedback anecdotally.* Help us measure progress over several years.* Hear a range of views from those who've worked closely with us and those who may not feel so heard.* Understand who would like to be involved in our work going forward.We envisioned the survey to include questions about the following topics, exploring perceptions of:* awareness and understanding of the WFG Act;* the commissioner and our work;* our communications;* discharge of our duties and functions;* our priorities;* How we implement the WFG Act ourselves as an office (how we involve people, in particular);* our partnerships.We would like the supplier to work with audiences seldom heard to design questions. We would also welcome the supplier's opinion and advice on what the survey should include and the wording of the questions.As a minimum the format of the survey should be bilingual. Ideally, it should be available in other formats such as British Sign Language.A final set of questions should be agreed with the Future Generations Commissioner for Wales.Which stakeholders do we need to hear from?We would like to ensure the survey is completed by representatives from public, private and voluntary sectors (including academia). We could base this on the groups we are statutorily obliged to involve in the Future Generations Report - these are:1. the commissioner's advisory panel;2. Leaders or senior employees of Welsh public bodies;3. representatives of voluntary organisations;4. local councillors;5. representatives of persons carrying on business in Wales;6. trade unions representing workers in Wales.We welcome the inclusion of these additional participants;7. media and journalists;8. Members of the Senedd;9. Academia;10. Organisations we have partnered with.We would welcome suggestions from the potential supplier on who else to survey too.Further considerations:* How can we ensure a balanced range of views (i.e. avoid the bias of mainly sending it to people we work with a lot and have a good relationship with)?* How can we ensure we reach those who don't feel as heard by the office?* How can we make sure we get feedback from those we have worked closely with, and who therefore have the most experience of our ways of working, whilst balancing with the first two points?A final output should be provided of responses and analysis.Budget:PS8,000 including VATProposal Requirements: Proposals should be 2 A4 pages at most
