Aberdeenshire Council (the "Council) has a requirement for the sale of an estimated 20,000 tonnes (without guarantee) of co-mingled dry recyclate.

Aberdeenshire Council (the "Council) has a requirement for the sale of an estimated 20,000 tonnes (without guarantee) of co-mingled dry recyclate. Materials are to be segregated by the successful Service Provider, and the recyclable material is to be sold on for recycling to the markets. Where applicable any rejects or contaminates are to be treated in accordance with the Waste Hierarchy as defined by Article 4 EU Directive 2008/98/EC. The Service Provider will also provide all Services in accordance with requirements of the appropriate Environment Agency and Planning Authority and in accordance with Waste Management Licences, Pollution Prevention and Control (PPC) permits, Planning Conditions, and all other statutory obligations and legal permits, permissions and consents which apply for such provision. The recyclates will generally be collected, from Households, Commerical Premises and Public Recycling Facilities by Aberdeenshire Council in 26 tonne Gross Vehicle Weight (GVW) standard compaction Refuse Collection Vehicles (RCV), and will be delivered to the Co-mingled Facilities of the Council. The Council require the Service Provider: 1.) to accept as wide a range of recyclable materials as possible in an effort to optimise performance and make recycling as easy for stakeholders as practicable. 2.) to be able to demonstrate that materials can be suitably segregated from the other recyclates without affecting their ability to be recycled and accepted by the market in accordance with all current and foreseeable waste legislation where the waste hierarchy is not undermined. This contract is for all materials that the Council collects in a co-mingled form from households, Public Recycling Facilities and Commercial Customers . Any materials collected single-stream will continue to be the responsibility of the Council and will fall outwith the scope of this contract. For example, scrap metal, wood, WEEE, glass, textiles and batteries Due to its bulky nature, cardboard (OCC) will be collected both within the co-mingled collection service and separately, as single stream from HWRCs, Recycling Points and commercial customers. The single stream material will not form part of this contract. The OCC collected as part of the co-mingled collection service will be included in the contract.
