The Collection and Disposal of Special Waste
Notice Description
Glasgow City Council is seeking a Contractor for The Collection and Disposal of Special Waste in line with current Environmental Management & Health & Safety Legislation. The Contractor will be required to collect the Special Waste from Glasgow City Council and its' Partner Organisations premises throughout Glasgow. Please note Glasgow City Council reserves the right to incorporate details of new premises to these lists, or withdraw addresses from the lists during the contract period, with no additional costs or detriment to the performance of the contract. The Contractor will be required to provide their expertise and technical advice in Identifying, Classifying, Collecting and Disposing of the Special Waste in a safe manner in line with current Environmental Management & Health & Safety Legislation. The detailed specification of the supply of the services and details of estimated demand is provided in Section 4 included as part of this Invitation to Tender pack.
Lot Information
The Collection and Disposal of Various Special Waste
The Collection and Disposal of Special Waste which includes the following: Dead Animal uplift (and cremation) Asbestos Waste Filled Sharps Box Lead Acid Batteries Non-chlorinated Waste School's Laboratory chemicals Scientific Laboratory chemicals Slurry Waste Used Products including Absorbent Granules, Aerosols, Antifreeze, Brake linings, 205lt drums, Filters, Industrial Wipes, , Screen Wash, Vehicle fuel The Contractor will provide regular collections from the Location as required and instructed in the Purchase Order issued by the Council. The Contractor will provide appropriate storage at the HWRC (Household Waste Recycling Centre) and Vehicle Workshop/ Plant/Grass Cutting Workshop, Roads Depot and for the different items of SPECIAL WASTE and will be responsible servicing and maintenance where necessary of the storage containers. The Council would expect that a collection on a Friday would be the norm to ensure that bays/containers are cleared for the weekend when more SPECIAL WASTE is being dropped off by householders and that weekend visits would be avoided. For higher volume SPECIAL WASTE streams multiple collections per week may be required. A Purchase Order with the specifications including date of collection, location and item will be issued and must be adhered to. Lower volume SPECIAL WASTE streams will be collected as and when required or as notified to the Contractor by The Councils designated officer.

Redundant Gas Cylinders At the HWRCs Gas Cylinders will be kept aside and stored, once enough have been collected a Purchase Order will be sent to the contractor to request uplift and delivery. Details of quantity date of collection and location will be included in the Purchase Order. Redundant Fire Extinguishers At the HWRCs Fire Extinguishers will be kept aside and stored, once enough have been collected a Purchase Order will be sent to the contractor to request uplift and delivery. Details of quantity date of collection and location will be included in the Purchase Order.

The Collection, Processing & Disposal of Waste Engine Oil and Hydraulic fluidWaste Engine Oil and Hydraulic fluid. Both the Roads Depot and the Vehicle Workshop at Jessie Street store Waste Engine Oil and Hydraulic fluid in an Oil Interceptor. A Purchase Order will be sent to advise when this requires emptied and at which location. The Contractor will require the necessary equipment to pump the oil out of the Interceptor, the Interceptor at Gartcraig is below ground and the interceptor at Jessie Street is ground level.

The Collection, Processing & Disposal of Waste Cooking OilsWaste Cooking Oils from Bulk Tanks, Education & Catering Establishments. Cordia operates approximately 180 kitchens throughout the city of Glasgow, all of which will, on an ad-hoc basis, have a requirement for the uplift and disposal of waste cooking oils. Volumes per kitchen would vary however all uplifts would be of a manually manageable volume. Orders will be placed via telephone, directly by each unit.
Options: This is a free of charge service, a rebate is expected.

"reviewDetails": "Glasgow City Council (\"the Council\") must, by notice in writing as soon as possible after the decision has been made, inform all tenderers and candidates concerned of its decision to award the contract, conclude the framework agreement or establish a dynamic purchasing system. The Council must allow a period of at least the relevant standstill period (where the notice is sent by facsimile or electronic means the period is 10 days ending at midnight at the end of the 10th day after that on which the last notice is sent, when sent by other means the period is 15 days) to elapse between the date of despatch of the notice referred to in Regulation 85(1) of the Public Contracts (Scotland) Regulations 2015 (\"the Regulations\"). The Council is obliged to comply with the Regulations and any eligible economic operator can bring an action in the Sheriff Court or the Court of Session where as a consequence of a breach by the Council, suffers or risks suffering loss or damage. The bringing of court proceedings during the standstill period means that the Council must not enter into the contract, conclude the framework agreement or establish the dynamic purchasing system unless the proceedings are determined, discounted or disposed of; or the court, by interim order, brings to an end the prohibition. The bringing of court proceedings after the standstill period has elapsed and the remedies that are available to the courts are detailed in the Regulations. Economic Operators can write to the Council seeking further clarification on the notice, to which the Council must respond within 15 days. Economic Operators should be mindful to seek their own independent legal advice when they consider appropriate to do so."

Prompt Payment - The successful tenderer shall, as a condition of being awarded the tender, be required to demonstrate to the council's satisfaction that all funds due to the tenderer's permitted sub-contractors in respect of these works are paid timeously and that as a minimum invoices are rendered by subcontractors shall (unless formally disputed by the tenderer) be paid within 30 days of receipt. The successful tenderer shall also impose this condition on its subcontractors in respect of payments due to any sub-sub-contractors, if any. Buyers will be require to complete the prompt payment certificate contained in the buyers attachment area within PCS Tender portal. Bidders will be required to complete the Non-Collusion certificate contained in the buyers attachments area within the PCS Tender portal Terms and Conditions are located within Section 3 of the ITT document. The buyer is using PCS-Tender to conduct this ITT exercise. Request for Documentation: Once the Evaluation of Price and Quality has been completed, the recommended Bidder will be expected to provide all documentation as specified in the ESPD. When the Request for Documentation is made, Bidders must supply the relevant information within 5 working days. Failure to provide this information within the specified time may result in your bid being rejected and the Council proceeding with the procurement exercise to the next appropriate bidder.
