Summary of the contracting process

The City of Edinburgh Council is seeking proposals for the Independent Advocacy Services, focusing on essential services for vulnerable groups in Edinburgh. This procurement process is currently in the Award stage, with the tender initially posted on November 3, 2016, and a submission deadline concluded on December 5, 2016. The contract is designed to cover services for a period of three years, with a potential extension of up to two additional years, and is valued at £3,900,000. This limited procurement method was undertaken without prior publication of a call for competition, and evaluation of proposals was based on a quality to price ratio of 70% to 30% under the Most Economically Advantageous Tender (MEAT) criteria.

This procurement presents significant growth opportunities for businesses specialising in advocacy services for individuals with mental health and learning disabilities, as well as additional support for older people and unpaid carers. Companies experienced in providing social services, particularly those familiar with local authority contracts and community benefits, would find this contract particularly suitable. Firms looking to make an impact in the social services sector in Edinburgh, and those equipped to deliver high-quality advocacy services, should consider engaging with this contract to enhance their market presence and contribute to community welfare.
