Notice Description
The City of Edinburgh Council is responsible for the collection of council tax for approximately 244,000 dwellings. Around 90,000 of these are currently in receipt of a single occupancy discount (SOD). The Council is seeking to procure a third party to undertake a fully managed service that will review, validate, and update the Council's SOD accounts. Bidders should note that, subject to the successful Contractor's 'Right of Refusal', the services in the proposed contract will be made available to any Scottish Local Authority.

The City of Edinburgh Council (the Council) is responsible for the collection of council tax for approximately 244,000 dwellings. Around 90,000 of these are currently in receipt of a single occupancy discount (SOD). The Council is seeking to procure a third party to undertake a fully managed service that will review, validate, and update the Council's SOD accounts. The last SOD review was undertaken for the Council by Northgate Public Services in 2014. The Council uses Northgate Public Services Revenues and Benefits database system (also known as iWorld), supplemented by Civica Workflow 360 Electronic Document Management System (Comino). Bidders should note that, subject to the successful Contractor's 'Right of Refusal', the services in the proposed contract will be made available to any Scottish Local Authority. The Council intends to award a contract for delivery of the service for an initial period from 31st January 2017 to 30th September 2021. Subject to satisfactory performance, potential future requirements and the agreement of the successful Contractor, the Council may wish to extend delivery of the contract for an additional period of up to 2 years.. Bidders should note that, subject to the successful Contractor's 'Right of Refusal', the services in the proposed contract will be made available to any Scottish Local Authority.
Renewal: Subject to satisfactory performance, potential future requirements and the agreement of the successful Contractor, the Council may wish to extend delivery of the contract for an additional period of up to 2 years.
