            "performanceTerms": "If a Provider has a grade of 1 or 2 on any quality theme following the Commencement Date of the Framework, the Provider must work towards an increased grade through a robust improvement plan agreed with the Care Inspectorate. The Providers improvement action plan agreed with the Care Inspectorate must be shared with Falkirk Council and the implications of the grades and action plan for Falkirk young people placed reviewed to provide assurances that the placements remain in the best interests of each child. The Council reserves the right to terminate a placement where such assurance is not provided to their satisfaction."

            "reductionCriteria": "Bidders must have achieved a Care Inspectorate Grade of 3 or above in the themed area of 'Quality of Care and Support' in the two most recent inspections at the Commencement Date (defined in the tender documents). It is a requirement of this Framework Agreement that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below as a minimum: Employer's (Compulsory) Liability Insurance = 5m GBP Public Liability Insurance = 5m GBP Professional Indemnity Insurance = 1m GBP Bidders will be required to have a minimum \"general\" yearly turnover of 50% of the estimated annual value of 250,000 GBP for the last 2 years. The Council will request from Providers annual accounts prior to the award of the Framework Agreement. Bidders should provide information on the number of current carers only for 4C.8.1 in ESPD."
