The Highland Council's expectation and preferred methodology is to use our existing School and Public Transport Framework Agreement to source our school and public transport needs. If the Council is unable to use the framework agreement: - Insufficient and/or inappropriate coverage of the Highland Council area and/or vehicle type needed for a route(s); or - Levels of Mini-Competition response(s) received which cannot be awarded under the framework - which could be due to no suitable bid for a route(s) being received. The Highland Council will still have a need for the transport and will action an alternative procurement process to source the service. There may be circumstances in which the TUPE regulations will apply. The Council may include evaluation criteria related to Community Benefits as part of the evaluation process. Please note that this is a Prior Information Notice and the Contract Notice will be published through the Public Contracts Scotland website during in 2017 as required.
