Notice Description
Glasgow City Council is seeking to appoint a WEEE Producer Compliance Scheme (PCS), who has approval from their environmental agency and is on the public register from their environment agency (If a bidder has recently obtained approval to be a PCS and is not yet on the public register they will be required to provide a copy of the approval from their environment agency) The appointed PCS will be required to coordinate and arrange, via Approved Authorised Treatment Facilities (AATF), the Collection, Reuse, Recycling, Treatment and Disposal of WEEE in accordance with the WEEE Regulations 2013. Collection will be from the Councils Designated Collection Facilities (DCFs) and Education premises. There are 2 Lots: Lot 1 - Collection Recycle, Reuse or Treatment of Household WEEE from Council Designated Collection Facilities (DCF) Lot 2 - Collection, Recycle, Reuse or Treatment of WEEE from Schools and Education Establishments (and other Council/ALEO locations if required).
Lot Information
The Collection, Reuse, Recycling or Treatment of Household WEEE from Council Designated Collection Facilities
As per II.1.4 Short Description (above) and as below. The collection of domestic electrical goods from designated council household waste recycling centres. The goods are currently and predominantly categorised as 1) Cooling Units, 2) Display equipment, 3) Large Domestic Appliances, 4) Mixed WEEE 5) Lamps/Tubes. Regular pick-ups will be required and where possible the council will encourage that re-use through community groups is to be made available for suitable categories. The Contractor will manage all WEEE collected in line with the WEEE 2013 Regulations. The Contractor will provide regular collections from the Designated Collection Facility (DCF), which are Glasgow City Councils Household Waste Recycling Centres (HWRC). The Contractor shall provide appropriate storage at the DCF for the different items of WEEE and will be responsible servicing and maintenance the storage containers. For higher volume WEEE streams multiple collections per week will be required. Display Equipment is currently collected around 3 times per week and it is envisaged that this collection requirement will continue during this contract. Lower volume WEEE streams will be collected as and when required or as notified to the Contractor by The Councils designated officer. The Council would expect that a collection on a Friday would be the norm to ensure that bays/containers are cleared for the weekend when more WEEE is being dropped off by householders and that weekend visits would be avoided. The approximate quantity of WEEE items collected in 2015/16 was 1,000 tonnes. It is envisaged that similar tonnes will be achieved in this contract however this is an estimate. The Contractor will be able to collect the WEEE on a daily basis 7 days per week during opening times of the HWRC. The vehicle, equipment and resources used by the Contractor for collection must always be adequate for the efficient collection of WEEE from the HWRC or other Council site as specified. No Council resources will be provided. The Contractor shall at all times comply with all health and safety legislation, regulations and codes of practice applicable to the performance of this agreement. The Contractor will provide work method statements and risk assessments for each HWRC site prior to contract commencement. A Duty of Care and weighbridge ticket will be issued to the Contractor for each collection. The Contractor will utilise Approved Accredited Treatment Facilities (AATF) that are adequately sized for the receipt and storage of WEEE. Any AATF utilised by the Contractor will have appropriate Licences / Permits to receive, store and process WEEE received. The contractor will ensure that if an AATF intends to undertake the export of WEEE or WEEE materials for further treatment, recovery or recycling, they will also need to be an approved exporter (AE). The Contractor will be responsible for ensuring the designated AATF recovers materials to meet all relevant standards and legislation for the intended use of materials. A record of materials recycled and re-used will be forwarded to the council by the contractor on a monthly basis showing a breakdown of materials recycled and re-used and their destinations. The Contractor shall ensure that collections are undertaken from each HWRC on a regular basis and will ensure there is no build-up of WEEE at any HWRC which would contravene the site waste management licence. The Contractor will collect WEEE from other Council premises as and when required. It is the intention through the life of this contract that council premises will be included in this contract. The Contractor will adhere to Scotland's Zero Waste Plan and any associated guidance and legislation. The Contractor should follow the Code of Practice - Collection of Waste Electrical and Electronic Equipment from Designated Collection Facilities.
Collection, Recycle, Reuse or Treatment of WEEE from Schools and Education Establishments (and other Council/ALEO locations if required)As per Short Description (above) and as below. The Councils Education department has a requirement for the collection and disposal of WEEE. The Technician Support Services (TSS) will coordinate this service on behalf of Education Services. The Contractor will be required to undertake the following service provision: Education establishments will submit a detailed list of equipment for WEEE disposal. Technical support services (TSS) will collate collection requirements to maximise collection volume. TSS will submit this list(s) to the contractor for any associated cost of collection, treatment and (secure) disposal. The quotation will be submitted by the contractor to TSS detailing the full breakdown of any associated charges along with the SEPA paperwork. TSS will then coordinate with the contractor a "milk run" of schools for uplift. and will be agreed between both parties, including a date for collection, before commencement of work. The Contractor will be able to mobilise within two weeks to respond to the Council's request for a 'milk run' collection. The Contractor will then deliver WEEE to an Approved Accredited Treatment Facility (AATF) for treatment of the WEEE collected. Any hard drives collected for disposal must be securely destroyed and a certificate of destruction submitted to TSS (by email) within 28 days of collection. Upon completion of collection, treatment and disposal the Contractor will submit all paperwork to TSS - this will include the SEPA consignment note, Duty of Care - Controlled Waste Transfer Note and Certificate of Secure Destruction (hard drives). This will be issued to the Council within 28 days of collection. The Contractor shall comply with the provisions of the Data Protection Act 1998 and in particular, warrants that appropriate technical and organisational measures shall be taken against unauthorised or unlawful processing of personal data and against accidental loss of personal data. The Contractor shall indemnify and keep the Council indemnified from and against all costs, claims, damages, expenses, losses and liabilities which may be incurred directly or indirectly in connection the loss of Council hard drives or the data that was contained in them. It is estimated that this 'milk run' style of service will be required around between two and four times per year. This is an estimate based upon previous requirements and is not a guarantee. The average number of establishments visited per milk, as data compiled from previous milk runs is 27 with between 4 and 7 premises visited per day depending on the items and volumes being collected. This figure is an estimate for future milk runs and may be subject to change. TSS technician(s) will be at each establishment on the day of the scheduled uplift ensure that only equipment agreed on the original quoted list is collected. The contractor will provide a copy of a transportation document confirming collection and signed by TSS technician. Collections will take place out with school break times and each school will ensure that the collected WEEE is at a location within the school close to the entrance for collection. The Contractor will manage all WEEE collected in line with the WEEE 2013 Regulations. Any AATF utilised will have appropriate Licences to receive, store and process WEEE. Any AATF who intends to undertake the export of WEEE must be an approved exporter (AE). A record of materials recycled and re-used will be forwarded to the council by the contractor showing a breakdown of materials recycled and re-used and their destinations. . The Contractor will adhere to Scotland's Zero Waste Plan. The Contractor should follow the Code of Practice - Collection of Waste Electrical and Electronic Equipment from Designated Collection Facilities.
