Notice Description

The contract will cover all types of traditional and multi-trade repair and maintenance works orders to Council-owned schools (excluding PPP schools), offices and other public buildings, and other properties where the Council has a duty to maintain, within the boundaries of East Ayrshire Council.

Lot 1

The Council seeks to engage a single contractor to carry out the provision of a planned and reactive property maintenance and minor works service to non-domestic properties throughout East Ayrshire. The contract will cover all types of traditional and multi-trade repair and maintenance works orders to Council-owned schools (excluding PPP schools), offices and other public buildings, and other properties where the Council has a duty to maintain, within the boundaries of East Ayrshire Council. The successful Contractor will be required to provide a comprehensive planned and reactive property maintenance including all types of traditional and multi trade planned maintenance and minor work orders including items included in the National Schedule of Rates 2016-2017. Building works include joinery, brickwork, plastering, floor, wall, and ceiling finishes, floor coverings, tiler, slating, glazing, painter work, roller shutter work, road surfacing and roofing works together with associated electrical, mechanical, plumbing and drainage but excluding specialist pro-active maintenance services such as CCTV maintenance, fire alarm and emergency lighting, void property security, sprinkler maintenance, hand held firefighting equipment maintenance, lift maintenance, water testing services, gas soundness. Boiler servicing, public clock maintenance, air conditioning maintenance, asbestos sampling and removal, fixed wire testing, swimming pool maintenance, IT installations and standalone single trade works for fencing, drain cleaning, stone works, electrical doors, lightning protection. General mechanical and electrical works are excluded other than works by association. All works are at the discretion of the Council. Packages will be from minimum order value of 50 GBP to a maximum value of 50,000 GBP per order. It is anticipated that the notional annual value will be 2,000,000 GBP, although the type of workload is likely to vary in quantity and type from week-to-week and month-to-month during the term of the Contract, and no guarantees of workload can be given. Historical figures show approximately 1000 planned and 3000 reactive works per annum. Technology Forge It will be a requirement of this contract for the successful Contractor to provide an electronic interface between the contractor's software and the Council's software, the Technology Forge. The interface will electronically transfer job status and valuation information between the two systems. The transfers will be set up to run automatically at pre-determined times. Full details of the interface requirements will be included as part of the tender to follow this notice. There is an anticipated lead in time of circa 3 months to facilitate the setting up of the interface. Conditions of Contract The Conditions of Contract on which the Contract is to be based is the Measured Term Contract for use in Scotland, MTC/Scot (2011 Edition) with amendments, as issued by The Joint Contracts Tribunal Limited. The Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) Bidders must note that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply in respect of this Contract, and that for the purposes of those Regulations, the arrangements under this Contract may effect a Service Provision Change on the Operational Date.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Renewal: Three (3) optional extensions of up to 12 months each.
