Summary of the contracting process

The Scottish Government is seeking to procure 'Employability Support Services (Work First Scotland) 2017 (Interim Arrangement)' aimed at supporting individuals in Scotland who face barriers to employment. This procurement, classified under the services sector, is currently at the award stage, having been completed on 22 November 2016. The service is expected to run until 21 December 2018, with customer referrals available from 3 April 2017 to 21 December 2017. The procurement method employed was a limited procedure due to extreme urgency arising from the devolution of employment support measures from the UK government to Scotland.

This opportunity presents significant potential for businesses specialising in employability and workforce support services, particularly those with experience in working with disabled individuals or those at risk of long-term unemployment. Companies capable of delivering tailored, high-quality support and collaborating effectively with various stakeholders, including employers and educational institutions, would be well-positioned to compete for these contracts. Engaging with this initiative could not only help enhance service offerings but also contribute to the social responsibility goals of these businesses.

Lot Information

Lot 1

This Contract will provide the requirements for Employability Support Services in Scotland. The scheme will be known as "Work First Scotland" (WFS). The Scottish Government will require the Service Provider to deliver the services as part of the devolution of contracted employment support, on an interim basis in 2017-2018. Namely, it will provide specialist support for disabled people in the workplace and those not already in work, through working with employers, government, schools, colleges and other statutory referral organisations. The aim is to provide a tailored, coherent range of support which can respond flexibly to the individual needs of disabled people and their employers and make best use of resources. The WFS programme will deliver high quality, employment support to disabled people with complex issues who want to work and need help to enter and/or remain in the labour market.

Procurement Information

This Contract falls within the category of contracts covered by Regulation 74 of The Public Contracts (Scotland) Regulations 2015 and is being awarded in accordance with the process set out in Regulation 33, in particular Regulation 33 (1) section (c) "reasons of extreme urgency brought about by events unforeseen by the contracting authority, the time limits for open procedure, restricted procedure or competitive procedure with negotiation cannot be applied". This is due to the fact that new powers to provide employment support for disabled people and those at risk of long term unemployment are being devolved from the UK administration to Scotland under the Scotland Act 2016, creating an urgent need to ensure appropriate interim arrangements. A PIN is in place for the full procurement of the services on a long-term basis. Ref 465635.
