Design Team services for Orkney Research and Innovation Campus
Notice Description
HIE, in partnership with Orkney Islands Council (OIC), wishes to commission a suitably experienced architect led Design Team for the development of the Orkney Research and Innovation Campus. They will be expected to prepare detailed plans for the alteration, upgrading and enhancement of the former Academy and Primary school buildings in Stromness. They should be capable of providing, as a minimum, Architectural services, Mechanical & Electrical engineering services, Civil & Structural Engineering services, Communications & IT services and Landscape Design services. The contract is anticipated to be awarded for 6 months and has an estimated total value of between GBP430k and GBP460k excluding VAT. This is the figure which has been used in 11.2.6.

The main tasks will be the: - Preparation of detailed plans, specifications and all required associated design documents for the former Old Academy building and interface with access route(s) to town in line with the concept designs/planning submission to a stage where building warrant can be sought. (RIBA Stage 4) - Preparation of detailed plans, specifications and all required associated design documents for the former Stromness Primary School building and interface with access route(s) to town in line with the outline concept designs/planning submission, to a stage where relevant local authority building warrant can be sought. (RIBA Stage 4) - Preparation of detailed plans, drawings and specifications for the provision of a new suitable energy saving Heating system for the former Old Academy building in support of achieving the building warrant. RIBA Stage 4) - Preparation of detailed plans, drawings and specifications for the provision of a new suitable energy saving Heating system for the former Stromness Primary School building in support of achieving the building warrant. RIBA Stage 4) - Preparation of detailed plans, drawings and specifications for the provision of a new Communications/IT system for the former Stromness Primary School, including a duct link to the Academy - Preparation of detailed plans, drawings and specifications for the provision of Communications/IT for the new offices in the Academy building - Preparation of detailed plans, drawings and specifications for the whole site which recognises the importance of landscaping and wayfinding in contributing to the ambitions of the ORIC in a coherent and complementary manner - Allowance for cleansing all design related conditions from OIC following submission of the Building warrant - The plans for each building should be supported by a detailed specification of sufficient detail to enable suppliers to tender for the works - Performing the duties of Principal Designer under the CDM 2015 Regulations - Full tender package of design works [to RIBA stage 4] for issue to tenderers - Submission of all relevant SER /SBEM requirements. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015. ESPD II 2D.1 Bidders will be required to list, in so far as they are known, the subcontractors they propose to use for this requirement.
Options: HIE may require the supplier to provide additional services. Any such modification shall be in terms of Regulation 72 of the Public Contracts (Scotland) Regulations 2015. Such modifications may, for example, include (but are not limited to) additional graphics for presentations/marketing purposes.
