Notice Description

West Lothian Council are conducting a mini-competition through the Scotland Excel Presentation and Audio Visual Equipment Framework (Reference number 1214) for the provision of Interactive Panels (Promethean or equivalent) to West Lothian Council Schools. West Lothian Education Services have carried out a robust process which ended in a User Intelligence Group making a unanimous decision to move away from Smart technology and towards Promethean with the group making clear decisions based on pedagogical criteria. However, where service providers do not bid for Promethean panels, they are required to identify the alternative(s) within the alternative tab within the evaluation template. Bidders will be required to demonstrate and provide evidence that any equivalent meets the specification and requirements of West Lothian Education Services.It is an essential requirement that the successful framework supplier will be required to deliver, install and commission the Panels to the individual schools and ensure invoices are raised by 31 March 2017. West Lothian Education Services have provided schools with a choice of 5 different boards. Indicative quantities are included within the price tab of the enclosed evaluation template. Whilst Scotland Excel's Installation Requirements, Reactive Maintenance Requirements, and Audio Visual Equipment Special Conditions of Contract will apply, as West Lothian Council are undertaking a mini competition bidders will be required to add additional information in their technical response to meet the individual requirement.The award criteria of Commercial 85% & Technical 15% (as defined within Framework 1214) will not change. However, the breakdown of the technical element is split equally between Proposed Methodology (5%), Aftersales Service (5%) and Training, Guidance and Support (5%) Bidders are required to complete both the Commercial tab and the technical element within 1214 - Mini Competition - Quality Submission Document attachments. Please note that there is no minimum word count for any of the questions and bidders can also add any supporting appendices.Price will be scored by awarding full marks to the lowest priced bid on each item. Each other bid will be awarded marks based on a pro-rata system relevant to the lowest priced bid.The technical evaluation criteria will awarded marks in accordance with the bidding document. These marks will then be weighted according to the % of the overall score available.Tenders should remain open for a period of 60 days after the closing date for tenders.Please note that there is no obligation for West Lothian Council to place any competitive order as a result of the mini competition process.Scotland Excel Terms and Conditions of Contract will govern this mini competition.
