Notice Description

The Council is seeking an established assessment solution for standardised testing of literacy and numeracy in school children. The Council wishes to procure a solution which is already tried and tested in the market place. It is not looking to commission the development of such a solution. The intention is for pupil attainment to be assessed at a number of year stages and cumulatively, over time, to inform the Council's school improvement agenda. This will be at stages P3, P5, P7 and S2. The data and analysis should inform decision-making by teachers, schools managers and authority officers about ways in which educational provision for individual and groups of children might be tailored to maximise its effectiveness. Together with teacher judgement this data and analysis will provide a baseline of pupil attainment that is needed to measure interventions from the Challenge Attainment North Lanarkshire Project

Lot 1

The Council are looking to procure a single/unified integrated solution provided by one supplier which is already tried and tested in the market place. It is not looking to commission the development of such a solution. The intention is for pupil attainment to be assessed at a number of year stages and cumulatively, over time, to inform the Council's school improvement agenda. This will be at stages P3, P5, P7 and S2. The solution must be capable of being administered across 120 primary schools and 23 secondary schools with in excess 5000 desktop computers. The current number of pupils in each of the relevant year groups is for Assessment period: March-May 2017; P3 Pupils 4107; P5 Pupils 4067; P7 Pupils 3866; S2 Pupils 3818. The solution must be able to be administered simultaneously across a number of classes comprising up to 33 pupils. Full implementation of the solution must be ready for use in schools by March/April 2017.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
