Notice Description

The Scottish Government is seeking offers from service providers to provide Employability Support Services in Scotland. The range of reserved matters under the Scotland Act 1998 include Job search and support, but certain exceptions apply which accordingly are devolved matters. The service will be known as Fair Start Scotland. The Service Provider will deliver the services as part of the devolution of employment support under section 31 of the Scotland Act 2016. Namely, it will provide support for unemployed disabled people and people claiming reserved benefits who are at risk of long-term unemployment. The aim is to provide a tailored, coherent range of support which can respond flexibly to the individual needs of unemployed people and their employers and make best use of resources. The programme will deliver high quality employment support to unemployed people, including those with complex issues who want to work and need help to enter and/or remain in the labour market.

This is a reserved contract for delivery of Fair Start Scotland in the area covering East Renfrewshire, Renfrewshire East Dunbartonshire, West Dunbartonshire and Inverclyde. It is for the provision of Employability Support Services in Scotland. The Scottish Government will require the Service Provider to deliver the services as part of the devolution of employment support under section 31 of the Scotland Act 2016. Namely,it will provide support for unemployed disabled people and people claiming reserved benefits who are at risk of long-term unemployment. The aim is to provide a tailored, coherent range of support which can respond flexibly to the individual needs of unemployed people and their employers and make best use of resources. The programme will deliver high quality employment support to unemployed people, including those with complex issues who want to work and need help to enter and/or remain in the labour market. Note: This contract notice relates to the final lot area related to the contract notice for the wider procurement under OJEU contract reference 2017/S 048-088157.. Approximate value is 2,800,000 GBP per annum. Economic operators should note that economic operators to which Regulation 58 apply may be excluded from the procurement. In line with Regulation 21 of the Public Contracts (Scotland) Regulations 2015, and Article 20 of Directive 2014/24/EU, the right to participate in this procurement is reserved to supported businesses.

Options: Option to extend for an additional 2 x 1 year periods at Scottish Ministers discretion.
