Transport of Pupils with Additional Support Needs 2017-2020
Notice Description
The Council requires to put in place, a multi-lot contract for the transport of school pupils with Additional Support Needs (ASN) with a single supplier per Lot. The services run during the Councils school term time only. All drivers must be fully licensed and insured, and will be required to provide evidence of valid vehicle/driver documentation which includes vehicle MOT, road tax and Driving licence. Some contracts may have a requirement for an escort; escorts should be arranged by the tenderer. All drivers and any escorts must be PVG (Protection of Vulnerable Groups) registered and approved. *FOR EASE OF REFERENCE TO POTENTIAL PROVIDERS, RATHER THAN OUTLINE 160 LOTS IN THE CONTRACT NOTICE, THE COUNCIL HAS PROVIDED THE FULL DETAILS OF THE INDIVIDUAL CONTRACTS/LOTS AS A SEPARATE FILE (MS EXCEL SPREADSHEET FORMAT) WHICH IS ATTACHED TO THIS CONTRACT NOTICE. Lot Information
Transport of Pupils with Additional Support Needs 2017-2020
The individual Contract/Lot requirements are detailed within the SCHEDULE OF CONTRACTS 2017-2020. . Each Contract/Lot is to provide transport to and from school for the routes stated. It is estimated that the contracts from this tender exercise will be for periods of up to three (3) years, for the Council's school term time, August 2017 until June 2020. During the course of this contract there can be no guarantees regarding the life span of any individual contract as each is dependent on person circumstances. . Potential Providers may bid for one or more Contract/Lot. . Potential Providers can combine two or more lots. It should be noted that the decision to accept combined bids is at the discretion of the Council who take into consideration the needs of the pupils involved including the length of the journey and the value of the bid compared to the value of other combined or individual bids received. Potential Providers bidding for combined Lots are encouraged to bid for the individual lots as there is no certainty a combined lot proposal will be suitable for the individual pupils. . As identified in the Schedule of Contracts, some Contracts/Lots require specific vehicle specifications i.e. wheelchair use to accommodate the child's needs. . As identified in the Schedule of Contracts, some Contracts/Lots require an Escort. Escorts should be arranged by the Tenderer with cost of the Escort fully included in the Pricing Schedule. . All Contracts/Lots must be carried out in accordance with: the ITT; the ASN Special Conditions of Contract; and, the Councils General Conditions of Contract. Please refer to Notice attachments. . Potential Providers will be required to provide documentary evidence to the Council for: All Insurances specified in the ITT; PVG disclosure for Driver(s) and Escort(s); and, All vehicle/driver documentation, including Current MOT, Road tax and Driving Licence. . During the course of this contract there can be no guarantees regarding the life span of any individual contract as each is dependent on the individual pupil circumstances. .. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Transport of Pupils with Additional Support Needs 2017-2020We anticipate around 75 contracts (Lots) with multiple pupils - contract will be for the pick up from multiple locations and drop off at a single destination. On a case by case basis an escort may be required, duration of the contracts will vary between 1 and 3 years.

Transport of Pupils with Additional Support Needs 2017-2020 - The Council requires to put in place, a multi-lot contract for the transport of school pupils with Additional Support Needs (ASN). Approximately 122 contracts (Lot) will be issued through the subsequent tender process; a single supplier will be appointed to each contract (Lot). There are approx 40 destinations within and/or on the boundary of North Lanarkshire area for these. Many of the contracts will contain more than one pupil/route(s) with multiple pick up points. All drivers must be fully licensed and insured. Some contracts may have a requirement for an escort which should be arranged by the driver this will fully explained within each individual contract description in the Tender document. Both drivers and any escorts must be PVG (Protection of Vulnerable Groups) registered. -
