Dumfries & Galloway European Social Fund Stage 1&2 Provision
Notice Description
ESIF has been secured to support Dumfries and Galloway's Employability Pipeline Strategic Intervention. This intervention will support unemployed and inactive participants with multiple barriers to employment living in the Dumfries and Galloway Local Authority Area, to gain qualifications and skills in order to progress to sustainable employment or self-employment. Provision would be to deliver tailored solutions to removing barriers by providing specific training opportunities for unemployed and inactive individuals, who also have at least 2 barriers to employment as defined in the ESIF PARTICIPANT ELIGIBILITY GUIDANCE Dumfries and Galloway Council has secured ESF funding and has an allocation of up to GBP393,750 in total project costs to procure services until 31 December 2018. ESF will fund 40% of the total costs (totalling GBP157,000) and Service Providers will be required to identify eligible match (totalling GBP236,500) to fund the gap of 60% of the total project costs.
Lot Information
Stage 1 Outreach Engagement
Delivery will be to identify the cohort of hard to reach young people aged 16+ who are not currently accessing any mainstream services and to engage with them in order to help them access and progress along the pipeline. Across the region every year there are identified young people who are not in education, employment or training or those who are unknown and are currently not accessing services or signing on for benefits. The Service Provider will be required to engage, register and complete initial needs assessments in order to refer participants to the Employability and Skills Service, who will then determine the appropriate stage of the Employability Pipeline to access.
Renewal: The Contract will cover to December 2018 with the possible extension subject to contract review, funding resources and satisfactory performance of the Contract, the opinion of which shall be at the discretion of the Purchaser.
Stage 2 Digital Skills Introduction to IT CoursesDelivery should be specific to individual need but cover all elements of the Digital Inclusion Learning Framework with the aim to provide employability and vocational skills to meet the demands of the local labour market, to include training such as job search skills, Universal Credit sign up and maintenance, updating CV's etc. Referrals to provision will be from the Employability and Skills Service who will register participants and identify barriers. If the successful tenderer identifies potential participants direct, there would be a requirement to refer the individuals to the Employability and Skills service for registration and determination of eligibility prior to the commencement of training. Participants will be expected to attend courses as applicable and evidence of completion will be required to confirm that the outcome has been successful. A breakdown of provision would be required detailing commitment expected from the participants.

Stage 2 Personal Deveopment/Confidence CoursesDelivery should be specific to individual need but should deliver an appropriately accredited programme such as STEPS to Excellence for Personal Success, PX2, XL or other applicable course. The provision should be aimed at developing motivation and self-belief, creating goals and increasing participation leading to progressing towards and into training and employment. Referrals to provision will be from the Employability and Skills Service who will register participants and identify barriers
