Summary of the contracting process

Midlothian Council is conducting a procurement process for Sheriff Officer Services to recover various debts, including Council Tax arrears and Housing Benefit overpayments, across the Midlothian region. This open tender, identified as MID/17/7, is currently in the award stage, with the contract having been signed on June 15, 2017. The submission deadline for bids was April 18, 2017, and the buying organisation is based in Dalkeith, UKM23. The council seeks a single supplier who holds a Commission for the Midlothian area and adheres to the Code of Practice for Messengers-at-Arms and Sheriff Officers throughout the contract duration.

This tender presents significant opportunities for businesses specialising in legal enforcement and debt recovery services, particularly those with experience in public sector contracts. Companies that can demonstrate adequate insurance cover and financial stability, with a turnover of at least £500,000 over the past three years, will be well positioned to compete. The procurement method is an open procedure, allowing a range of businesses to engage and possibly expand their portfolio through community benefits such as apprenticeship creation and local training initiatives.
