Notice Description
The Scottish Parliamentary Corporate Body (SPCB) requires a contractor to work at height to provide external and internal planned and reactive building fabric maintenance providing all access equipment, including to support other contractors. This includes, but is not limited to: up-keep and cleaning of building fabric of all high level areas and vertical finishes above finished floor level; the maintenance of hard and soft landscapes; bird control measures; Conditions Surveys and Statutory compliance inspection and testing with the provision related management services. Separate contractors will deal with the planned and responsive services for general building and service installation maintenance but this contractor will be required to support other contractor's access requirements.

The Scottish Parliamentary Corporate Body (SPCB) requires a contractor to work at height to provide external and internal building maintenance. This includes building fabric maintenance and cleaning of all high level areas and vertical finishes above finished floor level and the maintenance of hard and soft landscapes. Some specific elements of work include: Planned Preventative Maintenance for specified external and internal building fabrics. Internal and external cleaning (including windows), maintenance and coatings/ finishes above the finished floor level. Internal and external ceiling and roof repairs. Reactive building fabric maintenance works above finished floor level, with the exception of low level minor repairs. Condition Surveys. Statutory compliance inspection and testing and the provision related management services. Minor Work, Reactive work and Project work. Maintenance of external soft and hard landscaping including cleaning, gritting and snow clearing. The provision of bird control measures e.g. netting, cleaning and active deterrent measures. The provision of all access equipment, including to support other contractors' access requirements. The management of other contractors to work at height. Separate contractors will deal with the planned and responsive services for general building and service installation maintenance together with an element of ad-hoc Minor Work, Reactive Work and Project work and low level cleaning. Lots are not applicable to this contract because due to the nature of the work and operational business needs, work priorities can often change at short notice and therefore having one contractor offers the flexibility to reprioritise resources to avoid downtime and maintain overall responsibility of meeting the maintenance programme.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Renewal: There is an option to extend this contract by up to 24 months, at the sole discretion of the SPCB.

Bidders are encouraged to review their financial performance on Creditsafe and read information about how that data is collected and used prior to submitting a tender. Information and the opportunity to run a free report can be found at http://www.creditsafe.com/products/business-credit-reports/ If a bidder does not agree with the credit rating it has been given by Creditsafe it can provide supporting evidence to demonstrate its current position and this will be taken into account when the financial standing is being assessed. If a bidder is not listed on Creditsafe, for whatever reason, then it may be asked to submit equivalent accounts to enable the required assessment of financial standing to be carried out. "description": "Bidders that meet the criteria set out under Part IV of the ESPD will have the opportunity to attend a bidder's conference/site visit on 13 April. Full details of the conference and how to nominate an attendee are set out in the Invitation to Tender letter. The bidder's IRATA membership status will be checked before accepting attendance at the conference. The NEC3 Term Service Contract with relevant Z clauses will apply to this contract.
