Day Care Services Framework Agreement
Notice Description
Inverclyde Council is looking to commission a flexible needs led building based Day Care Service. The Council wishes to establish a Framework Agreement (herein after referred to as the "Agreement") that has common content, a common set of Terms and Conditions and standardised funding arrangements. The Service will meet the individual needs and aspirations of the growing older population of Inverclyde and their unpaid carers. The Council's stated objectives include: The promotion of active ageing by ensuring that older people have access to stimulating activity and healthy living advice; Expanded preventative and anticipatory care services enabling more older people to remain independent for longer in their own home; Shifting the focus of care toward health promotion, prevention, a proactive and anticipatory approach and management of long term conditions; Shifting the balance of care towards more community based facilities; and Providing support for carers.

Renewal: 01 July 2017 until, 30th June 2019 for a period of up to (2) two years on a year by year basis from 1st July 2019 until 30th June 2020 and 1st July 2020 until 30th June 2021.

"description": "Tenderers must confirm compliance with the Inverclyde Council Governance procedures. These procedures are detailed within the Service Specification at 17.0. Tenderers must confirm compliance with this process within the technical Questionnaire in the pcs-t system. 17.1 The Provider shall demonstrate the following: (i) how the Company is legally constituted; (i) evidence robust financial management and sustainability in audited accounts; (ii) provide copies of insurance certificates at commencement of Agreement and annually thereafter; (iii) have a clear and robust management structure; Pursuant to Schedule 8 contained within the Service Specification, the Provider shall comply fully with the Governance Checklist, including, but not restricted to, the mandatory 6 monthly Governance Meetings. The Provider shall ensure that a member of their management team attends said Governance Meetings. It shall be deemed to be a material breach of this Agreement if the Provider fails to attend the Governance Meetings. (iv) have a dedicated full-time Registered Manager who will be responsible for all aspects of the service. The Registered Manager will be employed, managed, trained, supervised and accountable to the Provider and have a span of control agreed with Inverclyde Council; (v) demonstrate an understanding of a re-ablement approach and evidence how this is reflected in practice; (vi) review the provision of the Service as specified in the Agreement; (vii) have management representation at all Inverclyde Council governance meetings and be available for all care and invoice enquires, contactable by email, and telephone; (viii) provide training to all employees relevant to their role and responsibility; and (ix) if the Provider accompanies a Service User out in the community the Service User will incur the travel costs."
