Inverclyde Council is looking to commission a flexible needs led building based Day Care Service. The Council wishes to establish a Framework Agreement (herein after referred to as the "Agreement") that has common content, a common set of Terms and Conditions and standardised funding arrangements. The Service will meet the individual needs and aspirations of the growing older population of Inverclyde and their unpaid carers. The Council's stated objectives include: The promotion of active ageing by ensuring that older people have access to stimulating activity and healthy living advice; Expanded preventative and anticipatory care services enabling more older people to remain independent for longer in their own home; Shifting the focus of care toward health promotion, prevention, a proactive and anticipatory approach and management of long term conditions; Shifting the balance of care towards more community based facilities; and Providing support for carers.

The Registered Manager will be employed, managed, trained, supervised and accountable to the Provider and have a span of control agreed with Inverclyde Council; (v) demonstrate an understanding of a re-ablement approach and evidence how this is reflected in practice; (vi) review the provision of the Service as specified in the Agreement; (vii) have management representation at all Inverclyde Council governance meetings and be available for all care and invoice enquires, contactable by email, and telephone; (viii) provide training to all employees relevant to their role and responsibility; and (ix) if the Provider accompanies a Service User out in the community the Service User will incur the travel costs."
