The Scottish Public Pensions Agency (SPPA) is an Agency of the Scottish Government. Its' principal role is to administer the pensions, premature retirement and injury benefit schemes for employees of the National Health Service in Scotland (NHSSS) and for members of the Scottish Teachers' Superannuation Scheme (STSS). This existing service was extended in April 2015 to include Scotland's Police and Fire fighters' Pension Schemes. The number of active members for each of the schemes is currently as follows: NHSSS circa 164k STSS circa 79k Fire-fighters Scheme 4k Police Scheme 17k The number of deferred members is: NHSSS circa 57k STSS circa 16k Fire-fighters Scheme 520 Police Scheme 2k The number of pensioners is: NHSS circa 83k STSS circa 68k Fire-fighters Scheme 4k Police Scheme 15k

These changes, which altered benefit and entitlement structures for these schemes, were implementable from 1 April 2015. Modification 4 - February 2017 - Extension to the contract from 10 years to 13 years to maintain business continuity.",
"rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: In 2015, the SPPA awarded a contract to replace existing systems with an integrated pensions administration and pensioner payroll system. As a result of a significant delay in implementing that system it is necessary to extend the pre-existing contract to ensure continuity of essential services via existing systems. The contract modification meets the terms of regulation 72(1)(c) of the Public Contracts (Scotland) Regulations 2015: i) Following a competitive procurement process, the SPPA procured a new system. Despite the SPPA's best efforts, there has been a delay in implementing that new system which was out of the SPPA's control and could not have been foreseen; ii) the nature of the existing contract has not been altered by the modification; iii) this modification does not exceed 50% of the original contract notice (including indexation). The modification is essential to ensure uninterrupted services to the SPPA's 500,000 customers."
