Summary of the contracting process

The Dumfries and Galloway Health Board (the Authority) conducted a public procurement process for Coagulation Analysers, part of the health sector, located in Dumfries, Scotland. This procurement was initiated as an open tender to replace automated equipment in the Coagulation section of the Haematology department at Dumfries and Galloway Royal Infirmary. The tender period ended on 3rd May 2017, with the associated new Dumfries hospital expected to open in early December 2017. The contract was formally awarded on 20th September 2017, aligning with the Authority’s plans for enhanced medical services in the region.

This procurement presents significant opportunities for businesses in the medical equipment and technology industry to participate in supplying advanced instruments that will support crucial health services. Companies that can offer innovative and integrated solutions, particularly those capable of maintaining automation and minimising user intervention, will be well-positioned to compete. Additionally, bidders will need to demonstrate robust quality management practices and a history of successful supply in similar projects to meet the Authority's stringent criteria.

Lot Information

Lot 1

This procurement was for a capital purchase to replace automated equipment within the Coagulation section of Haematology department at Dumfries and Galloway Royal Infirmary. The department required three analysers of the same platform to ensure resilience for the service. Two analysers will function at our new hospital in Dumfries, due to open early December 2017, while the third will function at the Galloway Community Hospital in Stranraer. The Haematology laboratory was seeking innovative and integrated solutions to minimise user intervention at all stages whist maintaining quality and continuing to meet service demand. The laboratory expected any instruments supplied to require very little daily/weekly maintenance and that the instruments must be designed for non-qualified biomedical support workers to run. Suppliers were invited to respond to all of the process requirements by submitting a detailed proposal. Solutions needed to demonstrate resilience and capacity for the future expansion of the laboratory's workload in terms of volume of requests and the flexibility to add to the range of tests that may be required by developments in clinical care. The Authority had the requirement that the winning bidder will be the sole point of contact for all maintenance and breakdown calls for all of the equipment to be supplied in this tender.
