Notice Description

The council requires a web-hosted Central Management System (CMS) that allows the LED lighting across the city of Glasgow to be controlled. The council will be procuring circa 3,500 LED lanterns as part of this procurement exercise. The contractor will be required to manage an installation schedule, to be complete for December 2018, that ensures the LED lanterns and the CMS are simultaneously installed and fully compatible. The contractor will be required to maintain the CMS through the life of the contract. The CMS will be required to be sufficiently scalable to add up to circa 20,000 LED lanterns through two subsequent installations during the initial contract term

Lot 1

The council requires a web-hosted Central Management System (CMS) that allows the LED lighting across the city of Glasgow to be controlled; to reduce energy consumption and manage the lighting levels and reporting on failures. A communications network that carries the commands from the CMS to the lights and information from the lamps with sufficient bandwidth and density of aggregation points and light sensors to meet the needs of each area covered. This network shall facilitate the communication from other sensors associated with a Smart City. The CMS must be approved for use under the Balance and Settlement Code (BSC) by Elexon(https://www.elexon.co.uk/reference/technical-operations/unmetered-supplies/central-management-systems/). Glasgow City Council will be procuring circa 3,500 LED lanterns as part of this procurement exercise. The contractor will be required to manage an installation schedule, to be complete for December 2018, that ensures the LED lanterns and the CMS are simultaneously installed and fully compatible. The contractor will be required to maintain the CMS through the life of the contract. The CMS will be required to be sufficiently scalable to add up to circa 20,000 LED lanterns through two subsequent installations during the initial term of the contract. These additional installations are subject to further approval and funding by the council.. The estimated value detailed in II.1.5 is inclusive of the additional installations as referred to in the II.2.4 which are subject to further funding and approval by the council.

Renewal: The council will have the opportunity to issue two renewals each of up to 5 years

        "reviewDetails": "Glasgow City Council (\"the Council\") must, by notice in writing as soon as possible after the decision has been made, inform all tenderers and candidates concerned of its decision to award the contract, conclude the framework agreement or establish a dynamic purchasing system. The Council must allow a period of at least the relevant standstill period (where the notice is sent by facsimile or electronic means the period is 10 days ending at midnight at the end of the 10th day after that on which the last notice is sent, when sent by other means the period is 15 days) to elapse between the date of despatch of the notice referred to in Regulation 85(1) of the Public Contracts (Scotland) Regulations 2015 (\"the Regulations\"). The Council is obliged to comply with the Regulations and any eligible economic operator can bring an action in the Sheriff Court or the Court of Session where as a consequence of a breach by the Council, suffers or risks suffering loss or damage.
