                "description": "An extensive review has been undertaken and the CYPLG are keen to develop a service which is able to support young people experiencing a range of challenges to develop resilience and positive emotional wellbeing through a service which is flexible, integrated and cohesive and which provides equity of access for young people across the Scottish Borders aged 12 to 18 years. The CYPLG are keen to explore support options for a range of groups; Young Carers, substance misuse, LGBT and equalities. We are now keen to commission this service. It is considered the provision of this service falls within the 'light-touch' regime as described in regulations 74-76 of the Public Contracts (Scotland) Regulations 2015. The Public Contracts (Scotland) Regulations 2015 (SSI, 2015 No.446) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session.
