Notice Description
Notice of Award for the contract for the Positive Emotional Health and Wellbeing Service. The Children & Young People's Leadership Group (CYPLG) want to ensure that the best possible services for all children, young people, their families and their carers within the Scottish Borders are provided and that these lead to improved outcomes. The Children & Young People's Commissioning Strategy 2017-2022 identified a number of priority areas for commissioned services including: - Positive emotional and mental health and wellbeing of children and young people - Availability , access and support for young carers - Supporting choices - equality and inclusions, positive life choices.

An extensive review has been undertaken and the CYPLG are keen to develop a service which is able to support young people experiencing a range of challenges to develop resilience and positive emotional wellbeing through a service which is flexible, integrated and cohesive and which provides equity of access for young people across the Scottish Borders aged 12 to 18 years. The CYPLG are keen to explore support options for a range of groups; Young Carers, substance misuse, LGBT and equalities. We are now keen to commission this service. It is considered the provision of this service falls within the 'light-touch' regime as described in regulations 74-76 of the Public Contracts (Scotland) Regulations 2015. Neither the inclusion of this stage or any other indication shall be taken to mean that the Council intends to hold itself bound by any of the Regulations save those applicable to the 'light-touch' regime. The Contract will not be divided into lots.. The contract is being awarded for a 3 year period with the option to renew for a further 2 years.

The Public Contracts (Scotland) Regulations 2015 (SSI, 2015 No.446) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session.
