The Council currently has the following advertising shelters located within the Council area. All shelters are owned by the Council. - Bus Shelter Advertising : This Contract includes 200 bus shelters that display advertising. The current contract for the 200 advertising shelters detailed above will expire on 30 June 2017. - Discovery Bus Shelters: 6 Bespoke Shelters in Gauze Street, Paisley Town Centre These Bespoke Shelters have space for advertising but no current contract is in place. All types of shelters detailed above have mains power. The existing advertising displays are either two single sided display panels or one double sided advertising panel and all are six sheet size. It is expected that the Advertising Contractor will upgrade, at their own expense, the advertising panel(s) during the period of the Contract with the agreement of the Council. This includes the use of rolling displays or digital panels. At the end of the Contract the panel will remain a fixed part of the bus shelter and the property of the Council, including any ancillary equipment. Advertising for all shelters listed above will apply in this Contract. Tenderers will provide a price for two options within the Pricing Schedule: Option 1 - Advertising Only Option 2 - Advertising, with cleaning, maintenance and repair. The Council reserves the right to increase the number of advertising shelters over the period of the Contract and agree income. This is a Concession Contract.",

                    "description": "Bidders will require to have a minimum yearly turnover of 250,000 GBP for the last 5 years. Where turnover information is not available for the time period requested, the bidder will be required to state the date which they were set up or started trading. The Contractor shall insure against its full liability under the Contract and shall maintain all statutory required insurance policies, including public liability insurance, employers liability insurance, professional indemnity insurance (if applicable) and motor insurance (if applicable) for the Contract Period and must make available to the Council on demand a copy of the policy or a summary of its terms and a copy of the current premium receipt. 30.2 The Contractor shall at its own cost take out and maintain the insurances listed with reputable insurers who are authorised by the Financial Conduct Authority to conduct insurance business or equivalent. The Required Insurances referred to above are: I) public liability insurance (which for the avoidance of doubt shall include bodily injury death or disease) with a limit of indemnity of not less than five million pounds sterling (5,000,000 GBP) in relation to any one (1) claim arising from the subject matter of the Contract; ii) employer's liability insurance with a limit of indemnity of not less than five million pounds sterling (5,000,000 GBP) in relation to any one (1) claim arising from the subject matter of the Contract; iii) professional indemnity insurance with a limit of indemnity of not less than two hundred and fifty thousand pounds sterling (250,000 GBP) in relation to any one (1) claim arising from the subject matter of the Contract; iv) statutory third party motor vehicle cover by way of a valid Motor Vehicle certificate in the company name. Where there is no company fleet and Contractor Employees use their own vehicles instead, a letter of undertaking signed by a person of appropriate authority confirming that the Contractor has ongoing arrangements in place to ensure that employees' vehicles are appropriately insured and maintained for business purposes"

Other Quality Criteria: Community Benefit Outcomes MENU offered should the Tenderer be successful in being awarded this Contract. 2.5 Points Tenderers must describe their end to end approach to the delivery of training and skills and how you will adapt this to the needs of Renfrewshire. 1 Point Tenderers must describe their company's approach to supporting and being involved in Community and CSR Projects in Renfrewshire. 0.5 Points Tenderers must describe any actions they propose to take to identify and assist SME's, Social Enterprises, Supported Business and Third Sector Organisations during the Contract. 0.75 Points Tenderers must provide details of who will be responsible for the achievement and monitoring of the community benefit requirements. 0.25 Points Please describe how you will commit to fair work practices for workers (including any agency or sub-contractor workers) engaged in the delivery of this contract. 5 Points Price - 70 Points. Payment is to be made to the Council in the form of an Annual Income Rate per Shelter for all Sites forming part of the Contract, including any Sites added during the Contract Period. Tenderers will also be asked to complete questions with regards to work force matters, please note that these questions will not form part of the award criteria.
