Notice Description

Clackmannanshire Council wish to procure a cloud based library management service, and services to migrate data from their existing solution, Evergreen. The new system should be deployed and staff trained to use the system to support library functions by 1st September 2017.The data migration process incorporates extracting information from PTFS Evergreen for user accounts, roles, accounts, books, stock, library information about our customers into the new system and any other data required that enables the new system to support the business processes provided by the new system.The current is client based and requires software to be installed and upgraded manually which lead to delays and inconvenience to staff and customers. The replacement system should be cloud based, supported remotely by the supplier which will lead to a rapid release of software enhancements that the supplier will manage for us.The replacement system must provide1. Customer self service - enabling access about their library activity, including loan history and ability to create and amend reservations.2. An interface to the self-service kiosk (We currently use a system from 2CQR and is linked to the LMS with SIP2 communication protocol)3. User interfaces that meet, ideally exceeding the requirements of the Equality Act 2010.4. Access to the migrated Evergreen data for use by customers and staff5. Integration with the ebook service providers including Askews-Holt Book Suppliers.6. A structured file (CSV) of electronic order requests. This file is expected to be picked up by the Corporate Finance System System, Technology One. (Integration with Technology One is not within the scope of this opportunity.)7. Reporting functions enabling the service to respond to a wide range of library topics including Freedom of Information requests. In addition, we require more accurate statistical analysis is required for CIPFA.This opportunity will be offered up to 31st March 2021. The initial period shall run to 31st March 2018 where all data migration, training and first statistics are tested from the system and if the system continues to deliver the benefits we seek, we intend to renew to 31st March 2021. At this stage we plan to offer this opportunity again to the wider market.Owing to the financial constraints the maximum budget for the duration of this contract to 31st March 2021 is 26,000GBP.To ensure we don't just select the cheapest solution, but the one that provides the functionality we require, suppliers should be prepared for a demonstration of their software and approach to take place before 23rd June 2017 in Alloa, Clackmannanshire. This demonstration (max 2hrs) will be evaluated on the basis of the reviewing groups perception of ease of use, fit for purpose, and its ability to supporting our hard to reach users. The reviewing group will therefore comprise of library staff and customers.
