The Education Endowment Foundation has an established toolkit which can be configured for the Scottish sector to deliver clear, evidence-based advice to teachers on the learning and teaching strategies which are proven to work in closing the attainment gap. The scope of this service contract is to develop a bespoke version of the learning and teaching toolkit for a Scottish audience to provide clear, evidence based advice on effective learning and teaching strategies which are provision to work in closing the attainment gap.

The EEF toolkit is fulfilling a specific niche that uniquely matches the needs of Scottish education at a time when tackling inequity is being prioritised and the Scottish Attainment Challenge is being progressed to close the socio-economic attainment gap. It is known that the Education Endowment Foundation Toolkit contains accessible summaries of educational research on attainment. It prioritises systematic reviews of research and quantitative syntheses of data such as meta-analyses of experimental studies. To be included in the analysis, an approach needs to have some quantifiable evidence base for comparison. The Toolkit summarises over 10,000 individual studies and is a live resource which grows as new studies are published. It is extended and updated on a regular basis as new summaries are developed and as findings from EEF-funded projects and other high quality research become available. It is primarily an international summary of research. The toolkit has achieved a high degree of credibility and is used extensively in other countries to inform spending decisions. The high quality synthesis of research articles with a particular focus on attainment, size of effect, and investment aspects, with due regard for cultural and classroom education delivery similarities is considered exclusive. This award will ensure that educational leaders in Scotland will be provided with the high quality of international research analysis and the quality assured local summaries they need to make informed intervention and investment decisions. The award does not affect the intention of the Scottish Government to develop and publish a Research Strategy from which research and other evaluation work may be commissioned.
