    "description": "From market research and engagement with stakeholders, Scotland Excel has produced a procurement strategy (attached to this notice) that provides a comprehensive look at the present contract, commissioning and procurement arrangements in Scotland. Any future procurement approach needs to: - work at a national level but provide local flexibility; - support local commissioning solutions; - reduce bureaucracy for providers and councils/HSCPs; - quality assure some areas nationally, freeing up time for Councils/Health and Social Care Partnerships and providers to focus on outcomes for people living in services. Scotland Excel are looking to achieve a wide range of views on the Procurement Strategy and as such we are asking People who use Services, Organisations who represent Service Users, Carers, Providers, Health and Social Care Partnerships and Councils to respond to our survey. Individuals can choose to respond separately or contribute as part of a wider group response. Scotland Excel would like your views on this procurement strategy, particularly on a number of 'key questions' which are included in the strategy document and form the Survey Monkey questionnaire. There are 3 ways to submit a response: 1. Complete the online survey (preferred method) at https://www.surveymonkey.co.uk/r/CareHomeProcurementStrategy The questions in the survey can be found on Pages 5 and 6 of the procurement strategy - it is advisable to compose and collate your responses and, once complete, copy and paste them into the survey as your final submission.
