Renfrewshire Council is inviting Contractors to submit bids for festive lighting installation (the services). The Services will comprise the storage, repair, maintenance, timely erection and de-erection of the Festive Lights. It will also include the following:- The annual electrical testing of the Festive Lights prior to erection; Transporting of the Festive Lights from the 'Field and Lawn depot in Broxburn to the Contractor's store at the start of the service period and transporting of the Festive Lights between the Contractor's store and the display locations; Timely erection and de-erection of the Festive Lights; Provision of a Switch-On Event at each display Location (see section titled "Festive Lights Switch On Events" below for locations); Support to and presence at each Switch-On Event (see section titled "Festive Lights Switch On Events" below for locations); Weekly inspections of the Festive Lights during the period in which the features are erected; Emergency attendance to repair and maintain the Festive Lights as required for Health and Safety issues; Repair of the Festive Lights as instructed if damaged by storm / vandalism (note any festive lights damaged in Contractor's storage or in transit, or during erection / removal shall be repaired by the Contractor without instruction and at Contactor's expense); Replacement of any Festive Lights damaged beyond repair as instructed; Storage of the Festive Lights at the Contractor's depot; and the handover of all features to a new contractor or the Employer as instructed by the Employer at the end of the service period. The form of Contract to be applied to this tender will be based on the NEC3 Term Service Short Contract April 2013.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

The Council will review any such information as part of the evaluation of Tenderer's financial status. Where the Tenderer is under no obligation to publish accounts and therefore does not have a D&B Failure Score, they must provide their audited financial accounts for the previous 2 years as part of their Tender Submission in order that the Council may assess these to determine the suitability of the Tenderer to undertake a contract of this size. Where a consortium bid is received, the D&B Failure Score of each consortium member shall be assessed. Where the Tenderer intends to sub-contract more than 25% of any Contract value of a single sub-contractor, the Tenderer must provide a D&B comprehensive report on the sub-contractor. The Council reserves the right to request one copy of all sub-contractor last 2 financial years' audited accounts and details of significant changes since the last financial year end. The Council also reserves the right to reject the use of sub-contractor in relation to the Contract where they fail to meet the Council's minimum financial criteria. Where the Tenderer is a subsidiary of a group but is applying as a separate legal entity and fails to meet the minimum D&B Failure Score as a company, a parent company or bank guarantee may be required to allow to progression to stage two of the evaluation.
