1. Renfrewshire Council is one of 32 council areas of Scotland. Our Corporate Procurement Unit works with council services to develop contracts and procedures which achieve Best Value. Renfrewshire Council is inviting Contractors to submit bids for upgrade works to Middleton road Linwood, waste transfer station. The Works are: Work in the main shed comprises repair works to concrete slab and concrete retaining walls; servicing, cleaning and renewal of certain roller shutter doors; repairs to wall cladding; repairs to gate posts; new vehicle bump stops and replacement gates. Electrical works to the main borad and roller shutters. Work to the weighbridge office includes renewal of roof coverings (and associated electrical works); repairs to brick external walls. External works include removal of 2Nr exisiting weighbridges and associated works for the installation of 1 Nr new replacement weighbridge with associated electrical services works; new palisade fencing; remedial works to gates; groundworks and drainage 3. The contract will commence on Monday 18 September 2017 with the Contractor on-site on Friday 6 October 2017 and the works will be complete by 9 April 2018. 4. The form of contract will be SBCC Minor Works Building Contract (MW/Scot), 2011 Edition. 5. Variant Bids will not be accepted.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

It is recommended that candidates review their own D&B Failure Score in advance of submitting their tender submission. If, following this review, Tenderers consider that the D&B Failure Score does not reflect their current financial status; the Tenderer should give an explanation within the Tender submission, together with any relevant supporting independent evidence. The Council will review any such information as part of the evaluation of Tenderer's financial status. Where the Tenderer is under no obligation to publish accounts and therefore does not have a D&B Failure Score, they must provide their audited financial accounts for the previous 2 years as part of their Tender Submission in order that the Council may assess these to determine the suitability of the Tenderer to undertake a contract of this size. Where a consortium bid is received, the D&B Failure Score of each consortium member shall be assessed. Where the Tenderer intends to sub-contract more than 25% of any Contract value of a single sub-contractor, the Tenderer must provide a D&B comprehensive report on the sub-contractor. The Council reserves the right to request one copy of all sub-contractor last 2 financial years' audited accounts and details of significant changes since the last financial year end. The Council also reserves the right to reject the use of sub-contractor in relation to the Contract where they fail to meet the Council's minimum financial criteria. Where the Tenderer is a subsidiary of a group but is applying as a separate legal entity and fails to meet the minimum D&B Failure Score as a company, a parent company or bank guarantee may be required to allow to progression to stage two of the evaluation.
