Premises are mostly dispersed, however there are a few scattered small settlements such as Achandunie, Dublin & Stittenham. The project is being supported by Community Broadband Scotland (CBS) with capital funding to assist in the appointment of a suitable supplier to provide NGA broadband infrastructure and to enable a service. The intention is for the project to be granted a maximum public funding contribution to be used towards the capital build cost of the project. This public funding will represent State aid and will be awarded as De minimis aid. The successful bidder will contract with Highlands and Island Enterprise. This contract will not be divided into lots as this would make the execution of the contract excessively technically difficult.. The password to open the file will be released to Bidders following signature and return of the Ordnance Survey One Scotland Mapping Agreement (OSMA) End User licence. If you have already completed an Ordnance Survey One Scotland Mapping Agreement (OSMA) End User licence on a previous occasion HIE will have to amend the original EUL to include this new project, and notify you which projects the licence now covers you for. Please see the the Generic Requirements and Tender Guidance Notes for full details - NOTE: deadline to email the EULs/amendment request is the same date and time as that for asking for clarifications ie. 1200hrs on 18th September. This public funding will represent State aid and will be awarded as De Minimis Aid and it is subject to NGA requirements. Bidders will be required to complete the NGA Assessment Template Questionnaire to prove NGA compliance and this will be evaluated on a pass/fail basis. Bidders will have to declare what De Minimis Aid they have been awarded since 6 April 2015. If the total State aid assistance exceeds the De Minimis limit, the bid will be regarded as non-compliant and therefore not progressed further. Bidders should note that any bid where the Total Subsidy Payments the Bid Financial Model exceeds the maximum stated budget will be regarded as unacceptable to HIE and consequently be considered as non-compliant. Where relevant, bidders are required to provide information relating to form of participation (Q2A17 ESPD) and/or reliance on capacity of others (Q 2C.1 ESPD) and/or sub-contractors (Qs 2D.1 ESPD) with supporting ESPD documentation being required for 2A17 & 2C1. Except for the first step in scoring Q2.4 and except for Q8.1 (see the Generic Requirements and Tender Guidance Notes document), the Quality and the Commercial elements of the Award criteria will be marked according to the following criteria: 0 Unacceptable Nil or inadequate response which fails to demonstrate an ability to meet the requirement. 1 Poor Response is partially relevant but generally poor.
