Notice Description

Highlands and Islands Enterprise is procuring a supplier to design and build a Next Generation Access (NGA) broadband infrastructure to serve the premises in scope and to operate, support and maintain the network for a duration of 7 years post deployment. The Supplier is expected to put the infrastructure in place by Summer 2018, after which the Supplier should operate the infrastructure for 7 years as part of this contract. For the purposes of the Contract a total potential public sector subsidy of GBP 80,000 is available.

Lot 1

The Ardross Community Broadband project area contains 159 premises. Premises are mostly dispersed, however there are a few scattered small settlements such as Achandunie, Dublin & Stittenham. The project is being supported by Community Broadband Scotland (CBS) with capital funding to assist in the appointment of a suitable supplier to provide NGA broadband infrastructure and to enable a service. The intention is for the project to be granted a maximum public funding contribution to be used towards the capital build cost of the project. This public funding will represent State aid and will be awarded as De minimis aid. The successful bidder will contract with Highlands and Island Enterprise. This contract will not be divided into lots as this would make the execution of the contract excessively technically difficult.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016. The Commercial and Quality criteria are each further subdivided into the sub-criteria with a % allocation to each sub criteria, see Generic Requirements and Tender Guidance Notes document for full details.

Renewal: The Supplier is expected to put the infrastructure in place by Summer 2018, after which the Supplier should operate the infrastructure for 7 years as part of this contract.
