Notice Description
Inverclyde Council is looking to commission a Supported Living Service which meets the Assessed Needs of Service Users due to learning disability, physical disability, sensory impairment, mental illness, addiction or are homeless. The Council wishes to establish a Framework Agreement (herein after referred to as the "Agreement") that has common content, a common set of Terms and Conditions and standardised funding arrangements.

Inverclyde Council operates a Health and Social Care Partnership together with NHS Greater Glasgow and Clyde. Inverclyde Council is looking to commission a Supported Living Service to meet the Assessed Needs of Service Users due to learning disability, physical disability, sensory impairment, mental illness, addiction or are homeless. The Supported Living Service must provide responsive support dependent on the fluctuating needs of the Service Users. Support must be provided 7 days a week, 52 weeks per year. The Service Living Service will be provided and operate within the network of health and social care services for Service Users in the aforementioned categories. The model of the Service will be: 1. The Core Service which will cover the majority of the Service and will be informed by the Service User's Assessment of Need. 2. The Enhanced Service which will be purchased in limited circumstances based upon Service User's Assessment of Need which are significantly and demonstrably higher and may require more resources than those provided under the Core Service. 3. Sleepover Service which means the attendance of one Staff member between the hours of 23:01 and 07:59 at the Premises during which time the Staff member is entitled to sleep but will also provide the Core and/or the Enhanced Service to the Service users (the number of which the Council shall be the sole judge) all as more particularly explained and defined in the ITT.
Renewal: The Council may, at its sole option, extend the duration of the Agreement for a period of up to two (2) years from the Expiry Date on a year by year basis from 1 January 2020 until 31 December 2020 and 1 January 2021 until 31 December 2021.

J.18.1 The Provider shall demonstrate the following: (i) how the Company is legally constituted; (i) evidence robust financial management and sustainability in audited accounts, including but not limited to financial records and audited accounts in relation to this Framework Agreement; (ii) provide copies of insurance certificates at commencement of Agreement and annually thereafter; (iii) have a clear and robust management structure; (v) have a dedicated full-time Registered Manager who will be responsible for all aspects of the service. The Registered Manager will be employed, managed, trained, supervised and accountable to the Provider and have a span of control agreed with Inverclyde Council; (vi) demonstrate an understanding of a re-ablement approach and evidence how this is reflected in practice; (vii) review the provision of the Service as specified in the Agreement; (viii) have management representation at all Inverclyde Council governance meetings and be available for all care and invoice enquires, contactable by email, and telephone; (ix) provide training to all employees relevant to their role and responsibility; and (x) if the Provider accompanies a Service User out in the community the Service User will incur the travel costs. Pursuant to the Governance Checklist appended to the Service Specification, the Provider shall comply fully with the Governance Checklist, including, but not restricted to, the mandatory 6 monthly Governance Meetings. The Provider shall ensure that a member of their management team attends said Governance Meetings. It shall be deemed to be a material breach of this Agreement if the Provider fails to attend the Governance Meetings."
