University of St Andrews - Estates: Main Contractor for PSR Building Refurbishment Overview of the Contract Requirement: Eden Campus occupies a significant area of land north of St. Andrews and will be developed by the University as part of a separate phased masterplan. One of the initial phases is to redevelop the existing paper mill buildings into a new Library General Collections storage and Professional Services building for the University to occupy. The project will include the partial demolition of annexe buildings, the redevelopment and refurbishment of the main paper mill buildings and construction of a new entrance block, (please refer to supporting information). The existing buildings vary in age, construction type and levels of disrepair and must be carefully and sensitively redeveloped and brought back to life. Building shown around the site on the location plan aerial view have already been demolished and cleared. The creation of a better storage infrastructure will allow the transfer of library stock from the Main Library within St Andrews freeing up valuable are to be converted into additional study spaces, toilets and breakout areas. The associated refurbishment/remodelling of the Main Library works are not included within this scope. Building 33 has been proposed for demolition to allow for a new entrance building to be created which is set back off the main street creating a signpost for cycle and pedestrian access to the new campus, Buildings 31, 31A are proposed to accommodate a mixture of general collections storage, cafe/social spaces and staff support services on level 1, with open plan Support Staff workspace on level 2. Buildings 32 and 32A are dedicated to staff support services with allocated lettable space also provided. The project will be delivered in a phased manner, allowing for sectional completion to facilitate the migration of staff and Library stock from other buildings during non-term periods. The works will also be undertaken alongside other separate construction projects being undertaken on the Eden site, all of which must be fully coordinated to minimise disruption. The Main Contractor must work collaboratively with other partner projects on the masterplan site, and must be able to demonstrate a robust understanding and experience of working with challenging existing buildings..         "reviewDetails": "The University of St Andrews will incorporate a minimum of 10 calendar day standstill period at the point of information on the award of the contract being communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from The University of St Andrews. If an appeal regarding the award of contract has not been successfully resolved The Public Contracts (Scotland) Regulations 2012 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session. Anyone bringing court proceedings against the University of St Andrews must inform the University of St Andrews in advance of the alleged breach and its intention to bring proceedings. Any such action must be brought within 15 days of the date on which a decision is sent to them or published to challenge that decision. Proceedings seeking an ineffectiveness order must be brought within 30 days of the publication of the contract award notice in the OJEU, or 30 days from the date of a decision letter to all tenderers concerned, and any candidates concerned, containing a summary of the reason for the recipient being unsuccessful, otherwise 6 months from the date of entering into the contract or concluding the framework agreement. Where a contract has not been entered into the Court may, by interim order, suspend the procurement procedure.
