Introduction Caledonia Housing Association (CHA) was formed in 2011 as the direct result of a merger between Perthshire HA and Servite HA. Since the formation of CHA the organisation has changed considerably. In 2011 CHA had approximately 3,800 properties in management we now have 5,500 in the Group today, which is a growth rate of just under 50%. Our turnover has increased by 65% to almost 28m GBP and our assets are valued at 352m GBP. Along with the growth in our asset base we have increased the number of people we employ by 1/3rd in a wide range of posts and across three organisations. In 2014, Cordale Housing Association entered into a constitutional partnership with CHA and is now a subsidiary of CHA. This was followed by Bellsmyre Housing Association in 2016 becoming our second subsidiary. Both of these organisations operate in close proximity to each other in West Dunbartonshire and both directly employ staff to provide services to tenants and owners in the area. CHA is the major employer in the Group and through intra group agreements we provide services to both our subsidiaries. Via a service level agreement, Cordale provides housing management and maintenance services to CHA tenants in our new build properties in the West Dunbartonshire area. Therefore, at present there are three employers in the Group and two distinct sets of Terms and Conditions for staff, via EVH and CHA's terms and conditions and a series of arrangements to supply and receive services across the Group. Organisational Review Reports have been presented to each of the respective governing bodies within the group outlining some key issues facing the Group and seeking authority to appoint suitably qualified and experienced consultants to undertake a comprehensive review of the working arrangements and structures currently in place within the Group. Each of the governing bodies has approved this approach on the basis that: The current structure of CHA was formed in 2011 and has had little change since then despite considerable change in the nature of CHA and the creation of a Group HR policies and processes have also largely been unchanged other than to reflect legislation The operating environment has evolved and the way in which current and future employees view work and want to work is changing The increase in technology offers greater scope to consider more flexible working and accommodate digital on line services CHA's business plan sets out our direction of travel to offer more on line and flexible services to our customers and therefore our structure, job roles and methods of working should align with this vision The review of how the Group operates is driven by delivering what our customers want and can demonstrate greater efficiency and effective use of our resources We are able to attract future employees through a modern approach to recruitment and retention
