Renfrewshire Council is looking for a Integrated Waste Data Management System (Waste Incab System) with a solution which has all of the following features: Required Functions -Creation and maintenance of Optimised waste Services Routes. -Physical in Cab Devices. -Back office monitoring and information systems. -Data Management and Reporting. Creation and maintenance of Optimised waste Services Routes Route Optimization is the process of determining the most cost-efficient route. It's more complex than simply finding the shortest path between two points. It needs to include all relevant factors such as the number and location of all the required stops on the route. - A set of tools or functionality which integrates with ESRI ARC GIS 10.3 or above to enable the creation of optimised routes. - Output to be displayed on an "in Cab" device and paper based maps - Uses Council Data sets including Address Gazetteer and Ordnance Survey Road Network. - Allows standard and user defined reporting. - Allows maintenance and creation of routes by "in-house" staff without the need for 3rd Party involvement. - Training and Gold Standard Support and maintenance. - Creation of routes to include various and multiple frequency of service e.g. -Daily, Weekly, fortnightly, 3 weekly or 4 weekly routes -Creation of routes to include multiple waste receptacles e.g. -120, 360, 240 Bulk, Sack. -Finalised data set should have capacity to store details of multiple bins and waste types at each identified service point. -Functionality to identify and service properties requiring an assisted collection. -Functionality to create instructions for crews e.g. -Road hazards -Ad Hoc warning's -Location instructions e.g. "Service from lane" Physical in Cab Devices -A 4g mobile network device with airtime contract included. -Ruggedized GPS device with large screen conforming to regulations relating to use of such devices. -Full installation service -Warranties and service agreements for same. -Display of one or all of the optimised routes. -Visible indication of progress -Identification of road hazards -Loaded with software which will allow the following functionality: -Operator logging completion of service to a granular level ie against full route down to individual property. -Operator logging comments in free text and from a pre populated list to a granular level. i.e. against full route down to individual property. -Visual and audible prompts to service non-standard properties e.g. assisted collections. -Collection of ad hoc data at a premises level. E.g. survey of number of bins at property. -Data services which allow the following functionality -"Push" one or all routes to the device. -Over air device updates. -2 way communication with staff at base. -Real time monitoring of GPS positioning via back office or web based system. -Push of completion data to back office or web based systems. -Display of vehicle telematics where required e.g. -On board weighing Due to limited number of characters please see additional information at the end of this notice
