Glasgow Alliance to End Homelessness
Notice Description
Glasgow City Council intends to invite tender bids from parties who wish to form an Alliance with the Council. The Alliance members, including the Council will work together as strategic leaders by planning and delivering a large-scale transformational change agenda across the purchased service sector. The Alliance will re-design service delivery options and interventions to prevent homelessness; improve outcomes for those at risk of, or experiencing homelessness; and end rough sleeping for homeless Glasgow citizens. Within the Alliance there will be collective ownership of opportunities and responsibilities together with shared decision making creating a collaborative environment without the need for new organisational models.

This is not a call for competition. Glasgow City Council will be tendering for provider partners to form an Alliance. Provider partners will be expected to come together themselves in a pre-formed group to make a joint bid, which will evidence their ability to work collaboratively to deliver the outcomes of the Alliance. The successful pre-formed group will then form an Alliance with the Council. Experience suggests that the optimum size of an effective Alliance would be between six to eight partners, including the commissioning partner.

"description": "The transformational change agenda will require a comprehensive modernisation and re-alignment of provision in the city which may result in new service development and/or withdrawal from existing service models. All Alliance provider partners will be able to deliver purchased services directly and partner(s) will have the capacity to sub-contract with non- Alliance providers, if required. In scope, within the budget, will be all existing homelessness purchased services for people aged 16 years+ who are experiencing homelessness, including: - Emergency Accommodation services - Supported Accommodation services - Resettlement Accommodation - Care Homes - Flexible Community Outreach services (including housing support) - Day services - Street Outreach services - Intensive accommodation & support services (housing first approach , alcohol outreach and non-abstinence accommodation services) - Youth Homelessness Services The Council delivers its statutory homelessness functions under the Direction of the Glasgow City Integration Joint Board; and works together with NHS Greater Glasgow and Clyde, in which capacity these two parties are known as the Glasgow City Health and Social Care Partnership (HSCP). The Alliance will cover all three of the City's Health and Social Care Partnership localities. The annual contract value will vary over the lifetime of this contract (7-10) years, as the target outcomes and change agenda are achieved. The available funding for year one will be in the region of 20,000,000GBP. The funding envelope will reduce over the lifetime of the contract, the value of which will be determined by the financial settlement from the Scottish Government. Current planning assumptions indicate a reduction in budget of approximately 2m(GBP) in each of years 2 and 3. Future funding changes will be notified to the Alliance by the Council in advance of each financial year to allow for action plans to be developed.
