Zero Waste Scotland wishes to appoint a contractor with a good working knowledge of fish farming in Scotland in order to prepare a report for the Scottish Government on contingency planning for mass mortality events within the finfish farming industry in Scotland.

The contractor will prepare a report for the Scottish Government on contingency planning for mass mortality events within the finfish farming industry in Scotland. This will build on a previous report, "Fish Mortalities in Scotland", in order to assess the industry's current ability to deal with a mass mortality event in terms of removal, transport, storage and disposal, where large volumes of ABP (animal by-product) material are required to be processed in a short timescale. By identifying potential bottlenecks, this will also help the industry plan for the future. The contractor will be required to present key findings from the report at two meetings: the first with Zero Waste Scotland and the Scottish Government to help finalise the report; the second with representatives of a wider fish waste working group. The contractor must have a good working knowledge of finfish farming in Scotland, as evidenced in the ESPD (Scotland) response.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015
