Summary of the contracting process

The Succession Expert Support Framework tender is being conducted by Scottish Enterprise, a regional economic development agency based in Glasgow, Scotland. The tender is currently at the Award stage, having completed its competitive process after the submission deadline on 14 December 2017. This programme is designed to provide vital support for Scottish business owners looking to exit their businesses, covering the entire country including the Highlands and Islands. The framework, valued at £560,000, is structured for a period of three years starting from April 2018, with the possibility of a further extension of 12 months.

This procurement presents significant opportunities for businesses specialising in consultancy services aimed at ownership succession, such as financial advisors, business consultants, and legal firms with expertise in succession planning. Companies able to demonstrate relevant experience and capacity to deliver expert support across Scotland will be well-positioned to compete for this framework. With its focus on providing tailored support to business owners, firms that can showcase strategic assistance through ownership succession reviews and feasibility studies will be particularly attractive to the contracting authority.

Succession Expert Support Framework

Notice Description

SE is conducting an Open tender process seeking to establish a framework of, it is anticipated, between 3 and 5 suppliers to provide up to 3 days expert support in the delivery of the Succession Expert Support (SES) product. The product addresses an important gap in the provision of specialist support to Scottish based business owners who wish to exit the business and are (or should be) actively considering options to transfer ownership to others by providing information with all forms of ownership succession. SES will be delivered across all of Scotland, including Highlands and Islands, making this a national programme available to all companies, so capacity to deliver is essential. The Framework will be for a period of 3 years with an anticipated start date of April 2018, and will have the option to extend by a further 12 months. The estimated value stated below is for the full maximum duration of the framework agreement

SE is seeking to establish a framework of, it is anticipated, between 3 and 5 suppliers to provide up to 3 days expert support in the delivery of the Succession Expert Support (SES) product. The product addresses an important gap in the provision of specialist support to Scottish based business owners who wish to exit the business and are (or should be) actively considering options to transfer ownership to others by providing information with all forms of ownership succession. Support will be delivered in two stages. Stage one comprising of an Ownership Succession Review (of up to one day duration). Stage two being an Employee Ownership Feasibility Study (of up to two days support)which will only be offered where appropriate. SES will be delivered across all of Scotland, including Highlands and Islands, making this a national programme available to all companies, so capacity to deliver is essential. The Framework will be for a period of 3 years with an anticipated start date of April 2018, and will have the option to extend by a further 12 months. The contract will not be divided into lots as this would make the execution of the contract excessively technically difficult.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Renewal: The 48 month period includes an option to extend the framework by a further period of 12 months.

The Framework will be for a period of 3 years with an anticipated start date of April 2018, and will have the option to extend by a further 12 months. The contract will not be divided into lots as this would make the execution of the contract excessively technically difficult.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.",
