The Scottish Public Pensions Agency (SPPA) is an Agency of the Scottish Government. Its' principal role is to administer the pensions, premature retirement and injury benefit schemes for employees of the National Health Service in Scotland (NHSSS) and for members of the Scottish Teachers' Superannuation Scheme (STSS). This existing service was extended in April 2015 to include Scotland's Police and Fire fighters' Pension Schemes. The number of active members for each of the schemes is currently as follows: NHSSS circa 164k STSS circa 79k Firefighters Scheme 4k Police Scheme 17k The number of deferred members is: NHSSS circa 57k STSS circa 16k Firefighters Scheme 520 Police Scheme 2k The number of pensioners is: NHSS circa 83k STSS circa 68k Firefighters Scheme 4k Police Scheme 15k

Modification 3 - April 2014 - the contract was varied to encompass the widespread changes to Scotland's NHS, Teachers', Police and Firefighters' pension schemes brought about by UK Government led reform under the Public Service Pensions Act 2013. These changes, which altered benefit and entitlement structures for these schemes, were implementable from 1 April 2015. Modification 4 - February 2017 - Extension to the contract from 10 years to 13 years to maintain business continuity. Modification 5 - August 2017 -to encompass the reconciliation of data held by SPPA and HMRC, brought about by the UK Governments decision to end of contracting out.",
"rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: Contracting out ended in Apr 2016, pension schemes administrators now have the responsibility to apply and maintain GMP values. This has resulted in a large scale reconciliation of data held by SPPA and HMRC. In order to meet the Dec 2018 date set by HM Treasuries and as the result of an HMRC technical matter not being resolved until Jun 2017, the incumbent pension administration provider is the only supplier who can directly and securely download and upload reconciled data to the existing pension admin system in the timescales. The modification is essential in order to meet the Pensions Act 2004 practice of maintaining accurate member data; complying with legal and regulatory requirements; ensure accurate pension payments made going forward. Failure to deliver on this exercise will result in inaccurate payments, increased member enquiries and complaints which will impact on reputation. SPPA consider the modification meets the conditions set out in regulation 72(1)(b)(i)(ii)."
